  1. Commercial OperationsSub-Committee Update to TAC January 3, 2008

COPS – December 10th Meeting • DEWG: • Called attention to recent extract delays and communication issues being forwarded to CCWG. • DEWG suggested the current “48 hour” notice be revisited and may not be acceptable for some key extracts. • PWG: • IDR Mandatory Installation – Presented draft PRR to conform protocols with the AM Rule and PUC directive – Straw Vote at COPS in favor of support of PRR. • SDAWG: • Reviewed Verifiable Cost Manual – participating in TPTF VC Task Force – SDAWG will address VC Tool and Nodal Settlements.

COPS – Accomplishments – 2007 • Small Resettlements – submitted proposal to reduce impact on ERCOT and Market Participants. • Reviewed Nodal Settlement Invoice Prototypes for DAM_RUC_RTM_ & CARD (CRR Auction Revenue Disbursement). • Reviewed various PRR’s & Nodal NPRR’s for their impact upon the Settlement Process and responded to PRR720 creating an ad hoc participant group to work with ERCOT in developing a new TRE Fee process.

COPS – Accomplishments – 2007 • Created a “Nodal Day Ahead Invoice Task Force” to review DAM Invoices being daily versus weekly – TF determined it could not overcome CWG “perception of Market Risk” and decided to take a wait and see approach as DAM market opens – (learned that DAM invoices are due & payable 6 days after operating day). • COPS & RMS jointly formed a Demand Response Task Force to build requirements for DR Programs & Report to COPS & RMS by Feb. 2008 • TF has developed Scope in response to HB 3693 Sect. 20 and Sect. 39.107 Utilities Code as amended.

COPS – Accomplishments – 2007 • SDAWG: - Submitted NPRR to alter the nodal dispute process. - Created business requirements for Nodal COMS. - Sponsored 2-day mini-market workshop for nodal extracts (hosted at LCRA). - Worked on VC manual and associated documents. • CCWG: - Updated COPMG to include Nodal information - Updated Section 4, Market Notice Communication Process - Created Section 11, “Extracts and Reports”

COPS – Accomplishments – 2007 • PWG: • Implemented new Version 2 ERCOT Profiles. • Designed LRS Sample selection round two. • Implemented New Oil & Gas Profile –BUSOGFLT • Completed 2007 Annual Validation. • Issued 2004, 2005, 2006, and 2007 preview UFE analysis. • Set up area on PWG web page for key documents. • Filed LPGRR & NPRR Language for Demand Response Implementation. • Submitted 9 Load Profiling Market Guide Revisions.

  7. COPS – Accomplishments – 2007 • DEWG: • Reformed late in the year to address the concerns of current Extract and Reporting issues. • Development of a Service Level Agreement is in progress to provide a better sense of expectations from the Extract/Reporting Process. • With ERCOT’s help, provided MPs an understanding of the process and issues around Extracts and Reports. • Provided a forum for MPs to discuss concerns related to Extracts and Reports.
