TAC 4/04/08 Meeting Highlights • # 5 AMI – Christine Wright • Reviewed Progress of AMI implementation (goal among others, is to be able to settle 15 min data with ERCOT in 2010) • # 7 CWG – • Update from Amanda List CWG Chair • Discussed governance, incorporating CWG as a subcommittee of TAC – Action deferred to TAC - TASOR TF for a recommendation. • # 12 Texas Nodal Implementation • Tripp Doggett & Jerry Sullivan provided an overview as to status of the project and TPTF activity. (Note slide #10 from Jerry Sullivan’s presentation TAC meeting agenda item #12)

Highlights of the COPS 4/08/08 Meeting • Working Group Reports: • DEWG /SDAWG • Reviewed recent issues with Data Extract delays and errors that occurred beginning in February • Issue root causes: • Database maintenance on storage of data and data clean-up • Errors in manual processes • Missing data on DST trade date • Database permissions issues • Focus going forward will be to continue to improve on communication to Market Participants and on communicating issues to the appropriate Stakeholder Committees. • DEWG and SDAWG will continue to focus on EDS 4 Testing of Extracts and Reports for the Nodal Market.

Highlights of the COPS 4/08/08 Meeting • CCWG • Developing Nodal Sections in the Commercial Operations Market Guide the Intent is to have a comprehensive reference guide. • Present in a functional format under broad headings such as ‘Day-Ahead Market’, ‘CRRs’, and ‘Real-Time Market’ & Include an index to allow MPs to look up a specific subject, such as ‘Invoice' or ‘Statement’, and be directed to the proper Section • PWG: • LPGRR030, Distributed Renewable Generation

Distributed Renewable Generation Profile Solution as Recommended by PWG • LPGRR030 filed March 31st with “Urgency Request” • COPS Voted by e-mail to approve Urgency Status on April 1st. • Includes 128 IDR and non-IDR Photovoltaic (PV) and non-PV Load Profiles • LPGRR030 and PRR756 need Board approval prior to August to ensure 150 day notice required for 1/01/09 implementation

Highlights of the COPS 4/08/08 Meeting • Small DRG applies to generation less than 50 kW • TAC requested that PWG/COPS assess and further develop profiling options for consideration to address small distributed renewable generation • PWG to consider the recommendations of the DGTF and generation characteristics specific to the renewable technology • Following analysis and considerable effort on the part of the ERCOT Staff, the recommended PRR756 and accompanying LPGRR030 were crafted. Analysis of two alternative solutions were also presented.

Highlights of the COPS 4/08/08 Meeting • Concerns were raised at the March 26, 2008 PWG meeting and again at the COPS meeting yesterday about the large number of new Profile IDs being introduced for DRG and the $750,000 est. market cost to implement. • Several alternatives were discussed and then narrowed to three options: 1) LPGRR030 as drafted - 128 new Profile IDs 2) DRG Profile IDs only for PV - 72 new Profile IDs 3) RESPV, BUSPV, RESWD, BUSWD, RESIDR, BUSIDR * 8 WZones – 48 new Profile IDs • Following lengthy discussion, review of the IA & CBA, COPS voted to recommend and endorse the LPGRR030 and confirm support for PRR756 as drafted. (motion passed, two abstentions, and no negative votes)

PWG: Distributed Renewable Generation Update • Implementation Timeline: • Urgent Timeline {LPGRR030 & PRR756}: • COPS Urgency e-mail Vote approved April 1st • COPS Review (with IA) and Vote April 8th • TAC Review and Consideration May 5th • Board Review and Consideration May 20th • Market Notice of Implementation August 3rd • January 1st 2009 Implementation

Highlights of the COPS 4/08/08 Meeting • NPRR110, Section 20, Synchronization of Zonal Protocols (Alternative Dispute Resolution Procedure) was reviewed and endorsed by COPS with minor corrections. • NPRR114, Section 11, Synchronization of Zonal Protocols (Data Acquisition and Aggregation) was reviewed and endorsed by COPS with changes as recommended to correct discrepancies in the calculations as presented. • ERCOT Staff provided updates regarding: • Data Extract Delays and Corrective Actions (A. Smallwood) • Nodal “Go Live” availability and manual items, Dispute Resolution API update (R. Chudgar) • UFE, preview of “UFE” report -Complete report at PWG later this month (C. Opheim) • Report in response to settlement questions as to recent increase in “BENA” (I. Flores & I. Gonzalez)
