Agenda • Introduction of Staff – Amber Lindbeck • Updates Pertaining to Special Education from the 83rd Texas Legislature – CISD Directors • Medicaid for Texas Schools – Candice Allison, MSB Parent Training Topic: “Improving Communication in the Home” Presented by Becky Rainbolt, Lead Speech Language Pathologist.

  3. New Legislation Highlights More than 100 education related bills were passed during the regular session of 83rd Texas Legislature. Most of which were signed into law by Governor Perry. The following are the key laws pertaining to either Special Education or Dyslexia Services. Lead Teacher Meetings & Department Meetings provide opportunity for our staff to learn more in depth.

  4. HB 5 Sweeping changes to graduation & testing requirements. The Commissioner must adopt a transition plan to implement House Bill (HB) 5 and replace the Minimum High School Program (MHSP), Recommended High School Program (RHSP), and Distinguished Achievement Program (DAP) with the foundation program beginning with the 2014-2015 school year. Special Ed Riders re: Foreign Language Credits & STAAR Alt redevelopment

  5. SB 816 Effective 2013-14 Timeline for Completion of Report of Initial Special Education Evaluation • 45 school days rather than 60 calendar days • Absence Exception – 3+ days within 45 day window • Informed Consent starts timeline

  6. SB 914 Effective 2013-14 Behavior Improvement / Intervention Plan • BIP is considered part of the IEP. • Must be provided to each teacher educating student. • CISD already had this in place.

  7. SB 906 Effective 2013-14 Developmentally Appropriate Assessment of Special Education Students • Disallows TEA to set performance standards on STAAR-ALT that would cause students on complexity level 1 to automatically fail. • CISD instrumental in this legislation through our work with Texas Representative Ratliff

  8. HB 1264Effective 2013-14 Reporting Requirements Related to Students with Dyslexia • PEIMS must include number of students enrolled in district or school who are identified as having dyslexia

  9. HB 617Effective 2013-14 Transition & Employment Services • District must name a transition designee • Transition Guide must be posted to website. • Watch for state training standards. • CISD is ahead of the state in this area.

  10. HB 590 & SB 39 HB 590 – Effective no later than 2014-15 • Requires O&M evaluation for all initial evaluations for students with visual impairments. SB 39 – Effective 2013-14 • Requires the use of the expanded core curriculum for students with visual impairments.
