  2. I. ESTABLISHING OF REGISTER OF CIVIL STATUS (RCS) On 3. 5. 2003 entered into force Register of Civil Status Act • On 3. 5. 2005 handy lead record was fully replaced with centrally computorized database/system: • record book of births • record book of marriages • record book of deaths

  3. I. ESTABLISHING OF REGISTER OF CIVIL STATUS (RCS) Since establishing RCS all civil status facts and other changes ofpersonal status, that were made right after occurrence, were directly recorded in RCS. At the same time the entire civil status of citizens of the Republic of Slovenia had been transferred from recorded books of civil status (citizens that were alive on the date of establishing of RCS).

  4. I. ESTABLISHING OF REGISTER OF CIVIL STATUS (RCS) The transfer from recorded books of civil status should have been executed in eight– years-time after the establishment of RCS. Actually the transfer was successfully concluded in approximately four years. For only cca 5.000 persons the civil status remained unresolved.

GENERALLY ON USAGE: • In RSC are entered: • civil status facts (births, marriages, deaths) of citizens of the Republic of Slovenia and aliens • other changes of personal status of the citizens • registration of same-sex partnership RSC represents perfect evidence of personal statuses of citizens of the Republic of Slovenia and an evidence of births, marriages and deaths of aliens who are domiciled on the territory of the Republic of Slovenia.

GENERALLY ON USAGE: ADVANTAGES 1/2 collecting all facts and data needed for personal status in unified cumputorized database accurate data, possibility for rationalization, quicker and more effective handling with civil status facts and personal status, expanded set of letters for personal name; represents basic source of data on persons and theirs statuses for Central population register (CRP) and other registers for administrative internal affairs, source for all other users of personal data through CRP

GENERALLY ON USAGE: ADVANTAGES 2/2 easier way of receiving copies and certificates from RSC (no territorial jurisdiction, e - application); protection of personal data, protection from destruction or abuse, prevention of unauthorized access or illegal use of data and permanent storing RSC is ensured; rationalization and modernization of entries in RSC is ensured.

  8. III. STATISTICS OF USAGE – YEAR 2012 • 20.756 citizens • 6.986 subsequent/later entries • 104 stillborn • 1.060 aliens 25.906 entries of births • 18.920 citizens • 101 judicial procedure • 24 administrative procedure • 282 aliens • 916 subsequent/later entries 20.234 entries of deaths

  9. III. STATISTICS OF USAGE – YEAR 2012 • 6.216 citizens • 2.046 subsequent entries • 165 aliens 8.427 marriages 10.397 cessation of marriages • 2 invalidation • 2.802 divorces • 7.593 because of death of spouse

STATISTICS OF USAGE – YEAR 2012 • 1 change of sex • 3 changes of date of birth • 68 adoptions • 111 contestations of fatherhood or motherhood • 12.457 recognitions of fatherhood or motherhood • 58 establishments of fatherhood or motherhood • 185 recognitions of fatherhood before birth of a child • 4 cessations of parental rights • 106 prolongations of parental right and 5 cessations of prolongation • 236 guardianships in 83 cessations of guardianship • 178 losses of functional capacity in 4 returns • 2.972 changes of personal name • 412 changes of surname after divorce • 6 registrations of same-sex partnership of citizens, 8 registrations of aliens and 1 cessation • 1.499 acquisitions of citizenship in 33 losses of citizenship

LEGAL BASIS OF ENTRIES Civil status facts and other changes of personal status are to be entered on the basis of applications, decisions, judicial decisions, minutes and statements that are sent by competent authorities. Above mentioned legal documents the registrars receive in a documentary form or act (EXCEPT E-BIRTHS). According to legislation the data on a document are entered into RSC, the document itself is stored in an archive to RSC. The document gets its number, which is automatically generated with the comfirmation of civil status fact in RSC.

LEGAL BASIS OF ENTRIES • applications (applications of births, marriages and deaths) • judicial decisions (establishments of fatherhood, divorces and invalidation of marriages, losses and returns of functional capacity, cessations and returns of parental right, judicial establishment of deaths...) • decisions (for changes of personal name, for acquisitions and losses of citizenship, for entries of civil status facts..) • copies and certificates from the RCS (births, marriages, deaths of Slovene citizens abroad) • minutes (on recognition of fatherhood) • statements of an individual (on personal name/surname, on personal name for legal purposes)

  13. V. LEGAL BASIS OF ENTRIES First connection to the system e-births was executed on 25.9.2007 at hospital in Maribor. Currently there are 13 out of 14 hospitals in the Republic of Slovenia connected to this system. Electronic application of birth

  14. VI. VISION OF FUTURE THE SECOND PHASE OF RCS Rationalization of entries of data in RCS by establishing electronic connections between RCS and competent authorities that decide on changes of personal status of individual – as a compensation for documents as a basis for entry of civil status fact. Options of storing collections of documents – that are legal basis for entries. Quicker procedure – changes could be entered almost at the same time that occurred. Reductions of possibilities of mistakes – which could happen due to transcribing data from the document.
