  3. Congestion Cost Calculations • ERCOT presented talking points related to ROS Report of Congestion Costs • ROS Report looks like:

Congestion Cost Calculations ct’d • ERCOT calculates congestion cost as: Shadow Price * Line Rating • CMWG had no opposition to the following points: • ERCOT continue publishing congestion cost list for ROS, but suggest that column be labeled as: “Congestion Rent” to point out that the congestion impacts are not borne entirely by a single group • Footnote the document to clarify that the list is a tool to identify potential areas of the system that may warrant further study from a planning perspective. • WMS endorse the language above (“footnote”)?

Competitive Constraint Test • ERCOT and IMM are examining whether it is possible to provide info on how many instances of dispatch on the Step 2 mitigation offer curve have occurred • Limited progress due to competing priorities within ERCOT—but commitment to support effort • Per Protocols--TAC approved subcommittee to conduct test—but nodal fee paid for development of tools at ERCOT to conduct the test—so historically have relied upon ERCOT to evaluate • Tight timeline, need changes to WMS by April ‘12

Other Items • Transmission Stability Analysis Tool • Will calculate up to date limits for W—N • ERCOT to implement in January ‘12, software update/testing in Dec. • Trying to do DA and RT at same time • NOMCRs in CRR Auction • No process documented • CMWG will develop a draft for consideration • IMM Raised issue of whether CRR points behind net metering points are needed • CRR Auction bid limits – need to revisit process • W—N Congestion—appears that plants w/o PSS lowering transfer by hundreds of MW. IMM noted that issue did not appear to be a significant problem.
