  1. IEEE ITS and Related Standardization Activities ITU-T CITS December 6, 2017 T. M. Kurihara, Chair, IEEE 1609 WG tkstds@mindspring.com

  2. Content • IEEE 1609 Project update • Related Information slides • IEEE 1609 Working Group Meetings • Completed. November 7-8, Qualcomm, Sorrento Valley, CA • Planned. February 2018, hosted by Qualcomm and preceding collocated SAE DSRC Technical Committee meeting • Standing teleconference, first Wednesday monthly PSID Sub-group • Review, recommend approval of requests for PSIDs to IEEE Registration Authority, cancel if no requests

  3. P1609 Project Status Update • IEEE Published Standards • IEEE 1609.2™-2016 -- WAVE - Security Services and Message Sets • IEEE 1609.2a™-2017 -- WAVE – Security Services and Message Sets – Amendment 1 • IEEE 1609.4™-2016 -- WAVE - Multi-channel Operations • IEEE 1609.3™-2016 -- WAVE - Networking Services • IEEE 1609.12™-2016 -- WAVE - Identifier Allocation • Note: Reference baseline for NHTSA NPRM • Revision of IEEE Std 1609.0™-2012 – WAVE - Architecture, in development, align to contents of 1609 standards published in 2016 • REVCOM submission in 2018

  4. P1609.12 Revision Project • Create process and procedures for requesting, allocating, and maintaining a register of Provide Service Identifier (PSID), considerations include: • IEEE Registration Authority Committee (RAC) Policy, Terms of Reference, and Conventions • IEEE 1609 WG PSID sub-group (SG) structure, composition, roles and responsibilities, part of RAC process (proposed) • Remove allocated PSID list from standard, post to IEEE RAC site • Establish process for IEEE 1609 WG to review, approve requests for allocation of PSIDs collaborating with SAE J2735 TC, and coordinate posting of approved identifiers with IEEE RAC Administrator • Coordination for international allocations of PSIDs (a.k.a., ITS-AID) to follow and in collaboration with US-EC HTF, HTG#7 task for a global ITS registries and ISO TC204 WG1

  5. Proposed Revision of 1609.3-2016 • Determined revision required • formal clarification of informal guidance notes (technical clarifications) developed since December 2016 • keeping in mind to preserve backwards compatibility with 2016 version • alignment with 1609.0 terminology discussions • cleanup ASN.1 in Annexes J, K, L • some updates to 1609.2 related info, e.g., security profile template • PAR submission scheduled December 2017 • revision scheduled for sponsor ballot 2018 • approval for publication in 2019

  6. IEEE 1609.2™-2016, Security Services and Message Sets • IEEE Std 1609.2a™2017, Amendment 1, with errata and guidance notes (technical clarifications) published in October 2017 • P1609.2b, Amendment 2, errata and guidance notes (technical clarifications) in development • P1609.2.1, Part 1 - Certificate Management Interfaces for End-entities, in development based on research study conducted by CAMP • ETSI TS103 097 developed as profile of IEEE Stds 1609.2 and .2a, approved in 2017

  7. Liaison Activities • SAE DSRC TC • collocated meetings, joint members • SAE C-V2X TC • joint members • ISO TC204 • contributions developing requirements for registration authority (ISO 17419-2) required by ISO Directives • PSID and ITS-AID register joint informal management • CEN TC278 • Observer, WG17, Urban ITS • ETSI TC-ITS • Partner SDO

  8. Supplemental Information • National ITS Architecture V8.0 is ARC-IT, Architecture Reference for Cooperative and Intelligent Transportation • NHTSA Proposed Rule-Making – Opinion • Connected Vehicle (CV) Pilot Programs – Estimated RSUs and DSRC radios • IEEE SCC 42 Projects List

  9. Architecture Reference for Cooperative and Intelligent Transportation (ARC-IT) Enterprise - Describes the relationships between organizations and the roles those organizations play within the connected vehicle environment Functional - Describes abstract functional elements (processes) and their logical interactions (data flows) that satisfy the system requirements Physical - Describes physical objects (systems and devices) and their functional objects as well as the high-level interfaces between those physical objects Communications - Describes the layered sets of communications protocols that are required to support communications among the physical objects that participate in the connected vehicle environment www.arc-it.net Version 8.0 of National ITS Architecture, ARC-IT, Includes Connected Vehicle ITS Reference Architecture (CVIRA)

  10. NHTSA Proposed Rule-Making • Proposed regulatory requirements for light vehicles • Federal Register / Vol. 82, No. 8 / Thursday, January 12, 2017 / Proposed Rules • Comment period for NPRM closed – October 2016 • Comments being assessed • Docket No. NHTSA–2016–0126 • Uncertain when and what the next step will be • Political considerations, “no new regulations” • Unclear about transportation policy direction • Business interests with alternative technology • Result, when published will state a date when all new vehicles are required to have 5.9GHz radio system and broadcast Basic Safety Messages (BSMs) • Opportunity for after-market devices

  11. Connected Vehicle (CV) Pilot Programs • New York City - Manhattan and Brooklyn • State of Wyoming, Interstate I-80 Corridor • State of Florida, Tampa Bay Hillsborough Expressway Authority (THEA) and downtown Tampa Bay
