Development framework for Tajikistan • Millennium Development Goals • National Development Strategy (2007- 2015) NDS defines priorities and general thrust of Government Policy which is focused on achieving sustainable economic growth, expanding the public’s access to basic social services and reducing poverty • Poverty Reduction Strategy PRS is a medium range socio-economic development programme for the country outlining concrete actions to implement institutional and economic reform that will promote strong and sustainable economic growth and an improvement in the scope and quality of social services aimed at easing the burden of poverty in the country

Challenges faced • Top down governance system • Limited coordination at national and local level on local planning • Weak capacity of local authorities • Weak mechanism for transparency and accountability at the local level • Limited attention paid to gender mainstreaming/gender equality in local development and governance • Lack of coordination among international implementing agencies in governance and development methodology

Accomplishments • Participation:Participatory decision-making became a tradition at the local level • Coordination:Local- and national-level development initiatives are tied • Mobilization:Civil society institutions are active in community mobilization and advocating community interests • Local buy-in:Local authorities are ready to support participatory approaches and principles of transparency • Ownership:Local development is a coordinated initiative through involvement of all stakeholders with the shared contribution and responsibility

What works? • Comprehensive Capacity Building – Interventions that build capacity of all partners including local government and civil society • District Development Councils (DDCs)– Interventions that ensure mechanism for: • Jointly identified priorities by all stakeholders including local government, private sector, and civil society • Joint elaborating District Development Plans (DDPs) • Joint implementation, monitoring/evaluation, reporting • Jamoat Resource Centres (JRCs) – Interventions that ensure mechanisms for linking civil society and local government and include community mobilization and advocacy

  11. Changing Approaches • JRCs – Ensuring JRCs are more oriented to advocacy and community development and ensuring their role in society is recognized by all parties • Participatory planning - Introducing participatory planning as a sustainable mechanism localizing country development strategies and regulated by legal frameworks • Local and National Level –Improving national level policies to facilitate implementation at local level
