  4. 2013 Priorities • Develop a 3-year business plan for Low Carbon Oxford aimed at both achieving the vision set for 2020 and putting the collaboration onto a sustainable footing; • Develop a reporting process for the Programme Board that monitors and assures the implementation of the business plan; • Develop approach to membership so that we are clear about the role of Pathfinders in the collaboration and can also be inclusive in engaging with SMEs. What does Low Carbon Oxford need to become for Oxford to become low carbon?
