Incident management division Mission The 20-person Incident Management Division at Sector Columbia River responds to all pollution threats along the Columbia River, and the coastlines and navigable waters of Oregon and southern Washington state. • TYPICAL CASES: • Mystery sheens • Sunken vessels • Grounded vessels • Mystery drums • Facility discharges and releases • Vessel discharges and releases • Exercises • Derelict vessels • Japan Tsunami marine debris

  7. Possible derelict/abandoned vessel Portland, OR – Feb. 11, 2015 Fred Devine hired for ‘barge’ removal but O/O removed vsl from site before work began; no pollution. Joint op w/Oregon.

  8. Harbor paper mill spill Hoquiam, WA – Feb. 15, 2015 Grays Hbr Public Utilities Dept dismantling Harbor Paper Mill: subcontractor pumped out a secondary tank to a culvert/ditch, causing 500x50-yd sheen in Hoquiam River.

  9. Vehicle in WILLAMETTE river Portland, OR – Feb. 18-19, 2015 Ballard hired with $10K OSLTF for mystery sheen produced from axles of submerged truck.

  10. SHEEN NEAR PORTLAND, OR, “OUTFALL #22”) Willamette River, Portland, OR – Feb. 19, 2015 (on-going) NRCES hired to clean up brown oil recoverable product near Portland superfund site on Willamette. River.

  11. Derelict vessel/derelict boat house Skipanon River, Warrenton, OR – Apr. 18, 2015 OSLTF opened for M/V FEATHER w/500 gal of diesel on board and large sheen in tributary of Columbia R.

  13. Boat engine work on pier, Columbia river Columbia River Mile 108, Portland, OR – May 11, 2015 RP removed engine from boat at dock and dripped oil into the Columbia River. RP very responsive; LOW issued. ½ gal.

  14. RIVER QUEEN site / Dredge Multnomah Goble, OR – May 19, 2015 Joint field inspection with Oregon DEQ, State Police, Marine Board & State Lands & USCG Pacific Strike Team. No imminent threat.

  15. C/S Portland Spirit, Willamette river Caruthers Landing (south of Ross Island Bridge), Portland, OR – May 20, 2015 Fuel line burst during refueling ops, 1 gal. diesel discharged; vsl placed boom and absorbent pads immediately. Letter of Warning issued for <1 gal diesel.

  16. Mystery drums Sand Island, Cape Disappointment, WA – May 27, 2015 3 mystery drums reported on Sand Island near Cape D., WA. OSLTF opened for $1K and Cowlitz Clean Sweep hired for removal and disposal.

  17. F/V four forty Cape Disappointment, WA – May 27, 2015 44’ wood F/V with 350+ gal diesel on board allides with “A” Jetty near Cape Disappointment, WA. Vsl sank, OSLTF opened for Ballard salvage ops. Minimal impact to environment as contractor recovered 350 gallons!

  18. Sunken work boat, Willamette river Portland, OR – June 9, 2015 Work boat sank, discharged 10 gallons gasoline into Willamette River. Vsl righted by Gunderson Marine & towed to Sauvie Island for removal. 10 gal gas discharged; LOW.

  19. U.s. coast guard sector Columbia river OSC Report June 24, 2015 Sector Columbia River issued 13 Letters of Warning (down from 15 last RRT OSC Report) and 2 Notices of Violation (down from 7). However, Sector Columbia River “federalized” more (13 cases) during this time period than in the same period in 2014 (8).
