  2. Goals of No Worker Left Behind • Increase the percentage of displaced workers who attain certificates and degrees • Increase number of participants that become employed as a result of training • Increase the percentage of participants who achieve wage increases as a result of training

  3. Goals of No Worker Left Behind • Double the number of Michiganders Trained • To Over 100,000 • In the Next Three Years August 1, 2007 – July 31, 2010

  4. Thus Far. . . 77,803 in Training (as of 05/31/09) • First Year 37,725 • Year Two 40,078 (as of 05/31/09)

  5. Core Elements • Up to two years’ worth of tuition • $5,000 per year, $10,000 total • One time offer • 3 years to sign up starting August 1, 2007 • MWA assesses skills and interests • Degree or other occupational certificate • High-demand occupation (determined by local MWA) • Emerging industry • Entrepreneurship programs

  6. Who May Participate • Any person currently unemployed, or • Any person who has received notice of lay-off or termination, or • Any employed person whose family income is less than $40,000 • Excluded: 18-23 year olds who recently graduated HS or are full-time college students

  7. How to get started • Michigan Works! is the front door • Registration • Orientation

  8. Documents Needed • Registered for Selective Service (if applicable) • Social Security Card • Drivers License • Tax information • Birth Certificate

  9. Creative Processes • Centralized eligibility determination • Doubling orientations • Causes bottle necks at case management • Creating specialty offices • On-line registration for orientations • On-line orientations

  10. Funding • All available student financial aid first • NWLB funding second • WIA • TAA • JET

  11. Comp Card • Cashier codes at time of payment • MWA reconciles monthly with college
