  2. SOP for MPM Article 1910-158 Unsatisfactory Participation This article should be reviewed in its entirety prior to commencing ADSEP processing. ADSEP under this article for: Unsatisfactory drill participation Failure to comply with annual physical and dental exams All other reasons listed in MPM article 1910-158 Commanding Officers (LCDR or above) have local ADSEP authority for personnel processed under this article with the following exceptions: Personnel who still have their initial Military Service Obligation (MSO) remaining. (Reference: BUPERSINST 1001.39F, chapter 8 and MPM article 1910-158) The least favorable characterization of service warranted for personnel processed under this article is General (under Honorable Conditions). All ADSEP packages (including those done locally) must be forwarded to PERS 913 for review and micro-fiche. All ADSEP packages must be forwarded to PERS 913 for disposition when General Courts Martial Convening Authority (GCMA) is required. (See MPM 1910-600). Continued on next slide…………………… 2

SOP for MPM 1910-158 Con’tUnsatisfactory Participation The following documentation is required to be submitted to PERS 913: Letter of Transmittal (See MPM article 1910-600 for template) Administrative Separation Processing Notification Procedure Form (NAVPERS 1910/32) Rev. 01-07 is the only authorized form that is to be used. (See MPM 1910-402) PS Form 3811 (Note 1) Sworn affidavit (Note 2) (See MPM article 1910-412 for template) Supporting documentation for discharge, i.e. - IDT Drill History or the NAVRES 1570/2 showing at least 9 U’s in a 12 month period. - Documented proof of failure to comply with Medical or Dental requirements. - Documented proof of failure to provide command with information pertinent to mobilization Note 1 - Submit only when the NAVPERS 1910/32 is not signed by the member Note 2 –Does not need to be submitted if the NAVPERS 1910/32 is signed by the member or the envelope used to mail the notification is returned undeliverable or unclaimed. Forward copy of envelope marked by the Post Office “Unclaimed” or “Return to Sender”. 3
  4. SOP for MPM Article 1910-140 Misconduct - Pattern of Misconduct This article should be reviewed in its entirety prior to commencing ADSEP processing. ADSEP under this article for: - Failure to comply with Government Travel Credit Card (GTCC) requirements - Any other misconduct where a pattern is documented. Commanding Officers (LCDR or above) have local ADSEP authority for personnel processed under this article unless Other Than Honorable (OTH) is the characterization of service being pursued. OTH requires General Courts Martial Convening Authority (GCMA). Refer to Manual for Courts Martial, Part C, for more information. The following documentation is required for 1910-140 ADSEPs: - Letter of Transmittal (See MPM article 1910-600 for template) - NAVPERS 1910/32 or NAVPERS 1910/31 as warranted - PS Form 3811 (Note 1) - Sworn affidavit (Note 2) (See MPM article 1910-412 for template) - Proof of GTCC abuse or neglect (i.e. billing statement) - “Warning” NAVPERS 1070/613 (See MPM article 1910-204 for template). (Note 3) - Administrative Board Findings and Recommendations (Note 4) Continued on next slide……………….. 4
  5. SOP for MPM Article 1910-140 Con’tMisconduct - Pattern of Misconduct All ADSEP packages must be forwarded to PERS 913 for review and micro-fiche including ADSEPs completed locally. All ADSEP packages must be forwarded to PERS 913 for disposition when General Courts Martial Convening Authority (GCMA) is required. (See MPM 1910-600) Note 1 - Submit only when the NAVPERS 1910/32 or 31 is not signed by the member Note 2 - Does not need to be submitted if the NAVPERS 1910/32 or 31 is signed by the member or the envelope used to mail the notification is returned undeliverable or unclaimed. Forward copy of envelope marked by the Post Office “Unclaimed” or “Return to Sender” Note 3 - This “Warning” page 13 is the only documentation acceptable when pursuing a pattern of misconduct administrative separation. No other page 13 is considered a “Warning” page 13 (See MPM articles 1910-140 and 1910-204) Note 4 - Submit only when an administrative Board was held. (See MPM article 1910-400 through 404 for additional information on board eligibility and MPM 1910-500 through 518 for specifics on conducting an administrative board) 5

SOP for MPM Article 1910-146Misconduct - Drug Abuse This article should be reviewed in its entirety prior to commencing ADSEP processing ADSEP under this article for: Positive Urinalysis Admission of drug use All other reasons listed in MPM article 1910-146 Note – Most drug cases constitute mandatory processing and almost always should be processed with the characterization of service as Other Than Honorable. Refer to MPM article 1910-146 for specifics on when to process for General (Under Honorable Conditions). (i.eIndoc Urinalysis, Self admittance prior to urinalysis, etc). Commanding Officers do not have local ADSEP authority for personnel processed under this article when Other Than Honorable (OTH) is the characterization of service being pursued. OTH requires General Courts Martial Convening Authority (GCMA). Refer to Manual for Courts Martial, Part C, for more specifics. Use NAVPERS 1910/31 when processing for Other Than Honorable (OTH) as the characterization of service. Sailors being processed for OTH may elect an Administrative Board regardless of the number of years of service. Continued on next slide………….. 6

SOP for MPM Article 1910-146 Con’tMisconduct - Drug Abuse The following documentation is required for 1910-146ADSEPs: Letter of Transmittal (See MPM article 1910-600 for template) PS Form 3811 (Note 1) NAVPERS 1910/32 or NAVPERS 1910/31 as specified by MPM article 1910-146. Sworn affidavit (Note 2) (See MPM article 1910-412 for template) Proof of drug offense (Navy Drug Lab message, or other source listing member as testing positive) Drug Testing Program Urinalysis Register Administrative Board Findings and Recommendations (Note 3) All ADSEP packages must be forwarded to PERS-913 for review and micro-fiche in the very rare case the member has been separated under the CO’s authority. All ADSEP packages must be forwarded to PERS- 913 for disposition when General Courts Martial Convening Authority (GCMA) is required. (See MPM 1910-600) Note 1 - Submit only when the NAVPERS 1910/32 or 31 is not signed by the member Note 2 - Does not need to be submitted if the NAVPERS 1910/32 is signed by the member or the envelope used to mail the notification is returned undeliverable or unclaimed. Forward copy of envelope marked by the Post Office “Unclaimed” or “Return to Sender” Note 3 - Submit only when an administrative Board was held. SOP for MPM Article 1910-170 Physical Fitness Assessment Failure This article should be reviewed in its entirety prior to commencing ADSEP processing Commanding Officers must start ADSEP processing for those individuals who have failed the PFA 3 or more times in a 4 year period. Commanding Officers (LCDR or above) have local ADSEP authority for personnel processed under this article. Characterization of Service should be Honorable unless General (Under Honorable Conditions) is warranted per MPM 1910-300. The following documentation is required for 1910-170ADSEPs: Letter of Transmittal (See MPM article 1910-600 for template) NAVPERS 1910/32 PS Form 3811 (Note 1) Sworn Affidavit (Note 2) Continued on next slide………………………….. 8

SOP for MPM Article 1910-170 Con’t Physical Fitness Assessment Failure Copy of member’s Physical Readiness Information Management System (PRIMS) 4 year history showing at least 3 PFA Failures Copy of all NAVPERS 1070/613’s showing counseling of member and placing member on FEP. Minimum of one Page 13 with a subsequent PFA failure listed in PRIMS. Commanding Officers endorsement - should include all items listed in MPM 1910-170. Note 1 - Submit only when the NAVPERS 1910/32 is not signed by the member. Note 2 - Does not need to be submitted if the NAVPERS 1910/32 is signed by the member or the envelope used to mail the notification is returned undeliverable or unclaimed. Forward copy of envelope marked by the Post Office “Unclaimed” or “Return to Sender” 9

The Admin Board Findings is now a two-part test, please review this article in it’s entirety prior to convening an Administrative Board. Changes to Record of Proceedings for Administrative Separation Boards – MPM 1910-516 updated 17 October 2008. Updates the Board Findings/Recommendations Sheet, please review this article in it’s entirety prior to convening an Administrative Board. Admin Board composition – for SELRES, all members must be commissioned officers and at least one officer must be USNR – MPM 1910-502 Recommend your command seek advice from Navy Legal Services in your area prior to conducting an Administrative Separation Board. 10
