  2. Enlisted Availabilities What is an Availability Report? • An availability report is the communication to the assignment control authority (ACA) that an individual requires assignment/reassignment.

  3. Enlisted Availabilities Avails are received on: • Personnel in the Transient Pipeline include: - Students – graduating from training - Students – dropped from training - Personnel who are placed in a limited duty (LIMDU) status - Personnel who are returned to duty (RTD) from LIMDU status • Personnel not in the Transient Pipeline include - Personnel who are disqualified from special duties - Change in status of a command or billet (Decommissioning, Deactivation, Manning restructure) - Personnel who can no longer fill a billet onboard due to a rating conversion or become designated in a rating that is not used onboard - Personnel who become pregnant while onboard a deployable unit/command - Member marries another member while onboard the same command

Enlisted Availabilities MILPERSMAN Articles for Availability Processing • “Sneak Peek” on revisions to article 1306-1700 and it’s sub articles: • Article numbers have been re-organized within the 14 articles as some have been moved around and others merged. • Article 1306-1707 Class J avails 1306-1708 Class K, and 1306-1709 L for Service and other school graduates have been merged into article 1306-1706. • A new article created for avail submissions on former officers and former officer candidates. • Separate articles will be provided for initial avail submissions, changes to avails, and tracer action procedures.

Enlisted Availabilities What happens to avail after submission/entry? • No matter how the avail is submitted or entered it is received by the ACAs or Detailers. • Internal business process is in place at Navy Personnel Command (NAVPERSCOM) for taking action on avail when it is received to either write orders in a timely manner or provide justification why orders cannot or will not be written. • In addition to the ACAs receiving avails in their own desk code, a Departmental Report showing avails pending is provided to each Branch or Division Lead by the Avails Program Coordinator.

  12. Enlisted Availabilities Why can’t orders be written in a timely manner after avail is received? • There can be various obstacles to overcome in order for the ACA to be able to write orders. These include: • Member either has not submitted Performed to Serve (PTS) application or application has been received and is pending results. • Member is pending any kind of screening for specific duties. • Member has been found unsuitable to include assignment limited after being returned from limited duty (LIMDU) or Physical Evaluation Board (PEB) status. • Requisitions are not available or school seats cannot be booked/confirmed. • Security Clearance issues. • NEC issues. • Budget/Money for releasing orders.

  13. Enlisted Availabilities Communication is “Essential”. • As policy and procedures provide guidance on avail submissions and tracer actions. The user systems will need to catch up. • Until user system interfaces are enhanced to provide status of order writing after avail submission, there needs to be extra communication between PSD/CSDs, the commands, the ACAs and the Avails Program Coordinator. • Even when user systems do interface, effective communication will always ensure the most current status is provided on a member who is made available for transfer and a member is no longer available for transfer for whatever reason after the avail was submitted.

  14. Enlisted Availabilities How can the commands and Personnel Support Detachments/Customer Service Desks (PSD/CSD) enhance communication ? • Command provides information to the PSD/CSD to include retention status. In addition to standard avail report remarks the following can be added when submitted to the ACA. • Member pending PTS results, PTS denied, or has not applied. • Member pending high year tenure (HYT) waiver. • Pending lateral or forced conversion. • Member will or will not obligate service for orders. • Member intends to separate at end of active obligate service (EAOS) or has submitted early separation request. • PSD/CSD keeps command in the loop and visa versa to ensure all status changes are provided and any notifications or requests sent to the ACA are cited by both and retained.

Enlisted Availabilities How can PSD/CSDs further determine whether to submit tracer action on an avail? • Verify whether appropriate personnel have received the avail or assignment directive (orders) or if a member’s projected rotation (PRD) date has been adjusted to show member will remain onboard, using whatever means available: • The Enlisted Master File (LOPG) • PTS Status and PTS effective date – Page 3 or F3 screen • Avail information – Page 6 or F6 screen • Most current PRD – Page 3 or F3 screen • NSIPS Transient Tracking, Feedback, and ADHOC Reports • Personnel on line listing (BOL) • Any feedback from NAVPERSCOM

  16. Enlisted Availabilities PSD/CSD Responsibility to submit avails and tracer actions as well as deleting an avail when it is no longer valid or needed. • Avails and receipt of orders should be monitored through transient tracking and feedback reports. • Submit avails and tracer actions via the Navy Standard Integrated Processing System except for specific avails per current directives within the timeline specified dependent on what type of avail. Any orders traced more than three times without any feedback should be addressed to the Avails Program Coordinator. • Ensure the avail rate is correct on the avail report to ensure it is received by the correct Detailer. • Delete/remove avails when it is determined member is no longer available for transfer for whatever reason or member will remain onboard due to PRD adjustment or notification received. • Look for all order modifications and ensure members are diaried onboard based on the orders for member’s moving from place to place within the same UIC.

  17. Enlisted Availabilities Command Responsibilities: • Commands should send notification to the ACA when requesting further disposition of a member if status changes occur after receipt of orders to delay or preclude transfer. • Never request cancellation of orders. Provide brief explanation of status of member and request further disposition. ACA will then provide further disposition and modify orders as necessary or cancel orders if member is pending separation processing.

  18. Enlisted Availabilities NSIPS Enforcement and Enlisted Assignment Information System (EAIS) Curtailment Effective 30 September 2011 • Unless Personnel Support Detachments and Customer Service Detachments (PSD/CSDs) utilize the NSIPS system to process their availabilities, there is no way that TMU can monitor the timeliness of avails submissions. OPNAVINST 1000.23c, MILPERSMAN article 1306-1700 and EPMACINST 5000.3f directs that PSD/CSDs submit availabilities through NSIPS as the required method. This has been briefed to RADM Quinn who has in turn briefed the Chief of Navy Personnel (CNP). • The only exception to EAIS usage outside the Millington campus NAVPERSCOM has made is to eight classifiers who write "A" school PCS orders at the PSDs and schools commands in Great Lakes, Pensacola and San Diego, and the fields that they will be authorized to use will be limited to orders only and will be monitored by PERS-45.

  19. Enlisted Availabilities Concerns for NSIPS Enforcement and NSIPS Curtailment • Those who have been using EAIS to enter avails feel they will be overwhelmed with having to submit avails through NSIPS. • Though it does take a little longer for the avail to upload to EAIS when submitted through NSIPS, the process of submitting the avail through NSIPS can be just as fast entering or tracing an avail in EAIS and NSIPS will be able to provide feedback reports on any avails submitted or traced.

  20. Enlisted Availabilities Concerns for NSIPS Enforcement and EAIS Curtailment Continued • Those who have been using EAIS to view pending orders O7 and released/transmitted D16 under EAIS feel they will be left in the dark or blindsided because they have no means of viewing status of orders. • Current and revised directives have always required tracer action be submitted when hard copy of orders are not received. Any orders pending when the O7 is visible in EAIS are not true orders until released/transmitted. • NSIPS provides a means to view/retrieve orders after they have been released/transmitted.

  21. Enlisted Availabilities How can NSIPS and EAIS help? • It has been noted that it is a work in progress to make changes to NSIPS and EAIS in order to change how NSIPS pushes avails through and how feedback can be provided. Some items currently being looked at include: • EAIS to provide status of orders while pending until released/transmitted through additions to reports like the PG Data Report. This way though tracer action will still be required until receipt of hard copy of orders NSIPS users will not be left in the dark. This will include: • Avail moved from one Detailer Desk Code to another. • Whether orders or order modifications are pending. • A standard blurb to show why orders have not been written or released/transmitted. • If an avail has been deleted and who what desk code deleted the avail.

  22. Enlisted Availabilities How can NSIPS and EAIS help continued? • NSIPS provides a means to view orders after they have been released/transmitted. • Change the NSIPS individual orders screen to Mirror the D16 screen from EAIS, so it shows all I stops and ACCs. • Provide a report to show all original orders and modified orders from the previous day.

  23. Enlisted Availabilities How does a PSD /CSD request a system change? • Use the chain of command from PSD/CSD through CNIC to submit a system change request. • The request will go to chain of applicable personnel to research and determine if a change can be accomplished. The could come from NSIPS Representatives NAVPERSCOM or both dependent on what is being requested. • Feedback is provided to show whether the system change can be accomplished or not. • A form change in NSIPS does not have to go through NAVPERSCOM like the request for the view orders to mirror the D16, since information is already provided from EAIS, it just needs to be viewed differently in NSIPS.

  24. Enlisted Availabilities Can a command other than a PSD/CSD have access to NSIPS? • It is up to those in charge of the PSD/CSD to allow access to NSIPS for individuals outside of PSD/CSD and what type of view and action access to provide. • This does not include avail submission, as PSD/CSD for shore commands and PSD Afloat or Personnel Officer for non-shore commands are responsible for submitting avails. • Some commands have also had view access to EAIS to determine orders status. If the command can have the same view access of orders under NSIPS these commands will not be left in the dark either.
