  1. Discipline Data Verification For the Annual SPP/APR submission relative to indicator 4-Supsension and Expulsion for data from July 1, 2018 – June 30, 2019

Indicator 4 • Indicator 4 data tells us how many students with IEPs were suspended out of school or expelled for greater than 10 days. • Districts are monitored yearly on data regarding suspension/ expulsion rates. • The State is required to annually submit the data to the federal government for the State Performance Plan(SPP)/ Annual Performance Report(APR). • Indicator 4 data comes from the information that is entered into NHSEIS by school district personnel

Calculating Indicator 4 Measurement and Analysis For example • To determine the suspension and expulsion rates, NHDOE must measure the rate of suspensions and expulsions by district. • To measure this data, it is pulled from NHSEIS discipline data and is analyzed. This is data that the school district has entered. • Districts are then identified as meeting or not meeting the • threshold for having a “significant discrepancy”. • A district meets this threshold when the rates of out of school suspensions and expulsions greater than 10 days in a school year, for children with IEPs, is greater than 3% of students with IEPs enrolled in the district.

What does this mean for your district? • To ensure that district data are accurate for the annual submission, district personnel have an opportunity to run their own data report to review their data and make any corrections as appropriate. • This review is not a requirement, however, it may allow you to manage data errors before the data is analyzed for Indicator 4

  5. Verification • Following the district review window, the State will pull the official reports from NHSEIS and begin its analysis for the federal reports with the understanding that all district data has been verified and is accurate.

  7. How to access your district discipline data report • Click “School System” button on the main menu, then click “reports” button.

  8. Accessing report continued • Select Report Tab: “General,” • “State/Federal Reports,” then click “Discipline Report(Table 5)- Student Records”

  9. Accessing report continued • Using the drop-down, select the 2018-2019 school year then click “Generate Report” • You will receive this message after you generate the report. You can expect to wait up to approximately 24 hours for the report to be ready, but it may be available sooner.

Accessing the report continued • When the report is ready, you will receive an email to alert you that the report is ready: • Follow the steps to go back into the reports page and you will see the “Saved System Reports” box. Click on the report you generated: • You may go into NHSEIS and access the report until the expiration date listed

Data points to review The Bureau encourages districts to review their discipline data relative to Indicator 4 for the following data points and with the understanding that your district may or may not have data that demonstrates a significant discrepancy: • For each student (indicated by SASID)- • Discipline begin and end dates • Discipline type (for example: in school, out of school, expelled) • Number of days (removed) • Race

  12. Making corrections • You may access each student in NHSEIS to make any necessary changes • For instructions on how to make corrections in NHSEIS, please see FY’18 Memo #36.
