  1. DETECT-it 2:An Introduction

  2. Agenda: • Background to DETECT-it 2 • How DETECT-it works? • Why should clusters get involved in DETECT-it? • Why should SMEs get involved? • Why should research institutes get involved? • How to get involved? • Contact information

  3. Background to DETECT-it 2: SMEs have many problems getting involved in EC Framework Research Programmes (FPs): • Lack of awareness and understanding about FPs; • Perception that FPs are too large scale and complex for SMEs; • Costs of proposal preparation V low success rates; • The long term priority areas of European research do not always correspond with the short term research priorities of SMEs; • Shared or cooperative approach to research leads to concerns about IPR protection for SMEs; • Identifying suitable partners from other EU member states can be difficult for SMEs who do not have international networks in place.

  4. DETECT-it 1 set up in FP6 to help SMEs… DETECT-it 2 carries on this work in FP7…

  5. Example of SME & FP6 opportunity Proposer: NaREC New and Renewable Energy Centre, Hungary Call: FP6 Sustainable Energy Systems (Medium to long-term impact) Title: Marine current and tidal flow turbines for renewable energy Objective: To investigate the viability and practicality of tidal energy devices, improving or optimising them where necessary as appropriate both as isolated devices and as part of a farm by using analytical and experimental techniques. Partners sought: Universities, Testing facilities, Engineering companies, Manufacturers Responses:Environmenal Network Ltd, Scottish SME involved in Environmental Impact Assessments (EIA); Environmental Management Systems (ISO/EMAS); Coastal Zone Management; Marine EIAs Lightwave Technologies Limited, Irish SME with expertise in power engineering, system design and specification “My company, Powertech Labs will be very much interested in participating in the above mentioned program. For your information, Powertech Labs is is one of the 51 partners for the EU- CA project on ocean energy. Powertech Labs has been instrumental in establishing "Ocean Renewable Energy Group (OREG) in Canada. Gouri Bhuyan, Ph.D., P.Eng.Director, Civil Infrastructure & Alternative Energy Technologies Business Unit, Powertech Labs Inc (Adjunct Professor at the University of BC)

  6. DETECT-it 1Evaluation against KPIs • On target for SME profiles : • Target M30 1280 • Actual M30 1200 • Performance M30 94% • Over target for identifying FP6 opportunities • Target M30 200 • Actual M30 554 • Performance M30 220% • Over target for matching results • Target M30 40 • Actual M30 In excess of 100 • Performance M29 250%+

  7. So how does DETECT-it work?

  8. Food, agriculture & biotechnology Targets 3 of the research themes in FP7: ICT Energy

  9. RESULT: DIRECT INCREASE IN SME PARTICIPATION IN FP7 RTD PROJECTS • IDENTIFY COMMON RESEARCH PRIORITIES & BUILD • NEW BOTTOM UP • PROPOSALS IN • ICT/BIOTECH/ENERGY Energy cluster Biomass (Hu) Photonics Cluster UK/Germany Food cluster Ger/Esp/Italy BICs SEEK ACTIVE INVOLVEMENT OF THEIR REGIONAL CLUSTERS BIC ANIMATORS STIMULATE NETWORKING INTERNATIONALLY ACADEMIC, RESEARCH INSTITUTIONS, INDUSTRY, FINANCIAL INSTRUMENTS IDENTIFY PRIORITY RESEARCH TOPICS Eco-buildings Cluster (Fr) Mobile/Games – Finland/UK Bio-Alps cluster Other Energy Clusters Other Biotech clusters Ubiquitous technologies DETECT-IT works – through regional clustering Examples of clusters

  10. Why should clusters get involved? • Cluster members, in particular SMEs, need to know about emerging technologies in their sector • DETECT-it provides SMEs and other cluster members with opportunities to become involved in European FP research projects • FP projects bring together the leading researchers in Europe in different industry sectors • Cluster managers bring new services to their members • The DETECT-it FP7 expert panel is available free-of-charge to evaluate and help build new bottom up proposals coming from regional clusters • Clusters aim to stimulate networking among members • DETECT-it provides opportunities to network with other clusters across Europe through online forums and networking brokerage events

  11. Why should SMEs get involved? Common SME problems & DETECT-it solutions: • Lack of awareness and understanding about FPs: • SMEs have access free of charge to a regional BIC who can explain about FPs and how to get involved through DETECT-it. • Perception that FPs are too large scale and complex for SMEs; • In some cases they are! but DETECT-it FP7 experts will help to find the most suitable instrument for SME research proposals and put SMEs in touch with other suitable partners to build bottom up proposals. • DETECT-it also aims to ensure SMEs have a meaningful role in projects. • Costs of proposal preparation V low success rates; • The DETECT-it FP7 expert panel is available free-of-charge to evaluate and provide hands on technical expertise to help build new bottom up proposals coming from regional clusters. This will help to improve the success rate and lower costs.

  12. Common SME problems & DETECT-it solutions: • The long term priority areas of European research do not always correspond with the short term research priorities of SMEs; • Each research idea is evaluated by an FP7 expert panel. If there isn’t a good match with EC research priorities you will get this feedback so you don’t waste time preparing a full proposal. • However DETECT-it aims to work with regional clusters on identifying suitable bottom up proposals which do correspond with EC funding. • Shared or cooperative approach to research leads to concerns about IPR protection for SMEs; • Expert advice on this subject is available from FP7 experts who specialise in SME involvement in FP projects with larger partners

  13. Common SME problems & DETECT-it solutions: • Identifying suitable partners from other EU member states can be difficult for SMEs who do not have international networks in place. • There are over 1000 SMEs looking for partners on the DETECT-it database. Throughonline forums, BIC advice and networking brokerage events, DETECT-it will help find the most suitable partners for each SME • Innovate or die! SMEs need to know about emerging technologies in their sector • DETECT-it provides SMEs with opportunities to become involved in both top down and bottom up European FP research projects which bring together the leading researchers in Europe in different industry sectors.

  14. Why should research institutes get involved? • DETECT-it and the BIC network provide access to a network of partners not accessible through other initiatives. The BICs work with specialised high tech start-ups and developing companies with high innovation potential. • DETECT-it is taking a bottom up approach to building FP proposals. We need research partners to turn the ideas of SMEs and clusters into successful research proposals. • DETECT-it wants to work with research institutes who are new or emerging players in European research. Many established research institutes don’t need DETECT-it – they have their own networks in place. DETECT-it is set up to help the new players – SMEs, research institutes and industry associations.

  15. DETECT-it and co-operation with Technology Platforms • DETECT-it is very open to building mutually beneficial relationships with Technology Platforms in the 3 sectors targeted i.e. IST, Biotechnology and Energy. • DETECT-it and the BIC network provide access to a network of partners not accessible through other initiatives. The BICs work with specialised high tech start-ups and developing companies with high innovation potential. DETECT-it provides technology platforms with an effective channel to communicate with the SME community. DETECT-it has already been invited by P&G to participate as a representative of the SME community in meetings of the CEFIC (chemical industry) technology platform. In the DETECT-it database there are over 1000 SMEs registered. The BIC network has over 25,000 innovative SME clients. • DETECT-it is taking a bottom up approach to building FP proposals. We need industrial and research partners to turn the ideas of SMEs involved in regional clusters into successful research proposals. • DETECT-it would like to learn from the industry players involved in Technology Platforms about their views on long term research priorities in these sectors. DETECT-it would like to communicate these views to their SME clients.
