Commander’s Role • Trust the selection process: 36-2113 Chapter 7.4.4.3 • CC/Chief/First Sergeant: Leadership Triad • This relationship is imperative!!! • First Sergeant is a SNCO: AFI 36-2618 • 5.1.1 “Provide Highly Effective Leadership” • 5.1.3 “Translate leaders’ direction into specific tasks and responsibilities their teams can understand and execute” • 5.1.5 “Help leaders make informed decisions” • 5.1.7 “Secure and promote PME and professional enhancement courses for themselves and subordinates…”

Initiatives Enacted • Manpower Study Results: New AGR Policy signed Jan 2011 DANG/ANGCCM • Units w/ 50+ Enlisted AGRs will be authorized full time Shirt (non-aggregated numbers) • 21 Units currently identified • Convert existing AGR position to 8F000 • Needing POM projected implementation FY13/14 • Some should show position on UMD already • Additional Duty support: Three fold purpose in providing support for first sergeant, indentify potential pool of candidates and developmental path for select few

Enacted cont… • SMSgt at all ANG Wings/OP position • One SMSgt position at each Wing (DSG) • Guidance Letter issued Jan 2012 • Rules will be associated • Only current serving first sergeants are eligible • All eligible first sergeants must be allowed to apply • Position will be hard assigned and will NOT float • ANG FAM Owns all 8F000 in ANG

AGR/Technician Issues • Current approach w/ETP to/thru CoC to TAG (MUST have State CCM coord) for Technicians to serve/be assigned • A1M/P Current policy stance: No AGRs due to RICs code mismatch unable to crossover for 2096/8F000 assignment per ANGI 36-101 • Not a promotion tool for AGRs/Technician 8F000/MSgt slot • Met w/ A1M, A1P, A1D multiple times for way ahead to meet needs of the field units • Diamond wear during the week, Wing CCM/Unit CC need to monitor for potential violations ; ensure proper status

Professional Military Education • 36-2618 ch 5.1.7 States: “Secure and promote PME and professional enhancement courses for themselves and subordinates to develop and cultivate leadership skills and military professionalism.” • EFAC drafting policy to require all ANG SNCOs to have CCAF for SMSgt/CMSgt positions • 35 ANG shirts removed in 2011 for FAILURE to comply w/AFI 36-2113 ch 7.2.7 (36 mos post FSA grad) • New AFI timeline will be 18 months post FSA Grad date

Deployments/Exercises • Must have 12 months as Shirt post FSA Grad date in order to be selected as a deploying shirt in stand alone ECS line • Functional Manager owns this process • Volunteer application & packages vector thru chain then to Functional Manager for final • Exercises same process and format • Operation Deep Freeze • Patriot • Global Guardian

My Goals • Make sure we “Get it Right” with needs of our ANG & First Sergeant training • Work closely w/ ANGCCMs, FSA Commandant & CMSgt Frank (AD SD Mgr), CMSgt Bellerose (AFRC Functional) • Monitor statistics for adverse trends, policy violations • Incorporate the needs of ANG based on feedback from field • Ensure training is reliable & relevant for the AGRs/Techs/DSGs roles of our ANG first sergeants • Work closely w/ANGRC directorates to match up policy w/needs of the field
