What is One Vote Movement • OVM is an apolitical non-government organization composed of Filipinos already awakened from the pathetic situation of the Philippines today lorded by corrupt and ineffective politicians who serve only their vested interests. • Inspired and challenged by the teachings of the Almighty God, it transformed itself to inform, instruct, intervene, inter-act and inspire the Filipino people to know their rights, and to make them aware of the responsibility of officials and people in government, the power of their sacred vote to rightfully elect and install leaders who fear the Lord God and genuinely love to serve the people. • Finally to get involve in politics of good governance. • OVM is recognized and accredited by COMELEC

CHALLENGED by the urgent call to bring back political power to the people a new electoral force is now created to enlighten, educate and direct our electorate in electing the most qualified, competent and righteous for elective positions as well as resolutely work towards the conduct of credible, orderly and peaceful election through cooperative endeavor with government and our people in whom sovereignty resides.

Thus the birth of One Vote Movement for Righteous Leadership and Good Governance! • One Vote prayerfully hopes to act as a committed force to inspire righteous leaders to run for public office and to engage an empowered electorate, in partnership with the Commission on Elections in a covenant for a credible, honest, fair and orderly election.

OVM MANIFESTO • WHEREAS, The Preamble of the Philippine Constitution provides that,“We, The Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.”

  7. WHEREAS, Article II, Sec. 1. provides “that, the Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them. • WHEREAS, Art. II, Sec. 27 provides that “The State shall maintain honesty and integrity in public service and take positive and effective measures against graft and corruption.

Angkapangyarihangpangkalahatan (sovereignity) ay nanahanansasambayanan at anglahatngkapangyarihangpampamahalaan ay nagmumulasakanila. • Sec. 27. ItataguyodngPamahalaanangkatapatan (honesty) at katatagan (integrity) sapaglilingkodbayan at gagawangmga tama at epektibonghakbanglabansakasamaan at panunuhol (graft and corruption).

WHEREAS, Article IV Sec. 1 , provides that The right of suffrage may be exercised by all citizens of the Philippines not otherwise disqualified by law, who are at least eighteen years of age, and who shall have resided in the Philippines for at least one year, and in the place wherein they propose to vote, for at least six months immediately preceding the election. No literacy, property, or other substantive requirement shall be imposed on the exercise of suffrage. .

Walangkarunungan (literacy), ari-arian (property) o iba pang mahalagangpangangailangan (substantive requirement) angigagawadupangmaisagawaangkarapatanngPaghahalal.

  11. WHEREAS, Article XI, Sec.1 provides that, “ Public office is a public trust. Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives;

  12. Sec. l. AngTanggapangBayan (public office) ay isangpambayanangpagtitiwala (public trust). Anglahatnglingkodbayan at kawani, salahatngpagkakataon ay may pananagutansasambayanan, paglilingkuransilang may buongpananagutan, paninindigan, katapatan at kahusayan, kikilosngbuongpagmamahalsabayan (patriotism) at katarungan at mamumuhayngpangkaraniwan (modest) lamang.

WHEREAS, the Philippines acknowledges the Lordship of our Lord Jesus Christ and the inerrancy of the standards of the Holy Bible as the foundation of Righteousness; • WHEREAS, people in government leadership should realize that they have been installed with the aid of the Almighty God through the Filipinos’ uncompromising desire to see the establishment of just and righteous governance; • WHEREAS, an intensified drive against graft and corruption, patronage politics, apathy, passivity, factionalism must be sustained;

NOW THEREFORE, we the members of the ONE VOTE MOVEMENT FOR RIGHTEOUSNESS declare: • That God Almighty is in control of the destiny of the Republic of the Philippines; • That God’s will for our country is love, justice, peace, progress and prosperity; • That the solution to our basic problem starts from spiritual transformation, an authentic turning to God and a commitment to adhere to the morals established by God – beginning with a transformation of our people’s value • That righteous leadership and justice should be the basis for governance and public service;

THEREFORE FINALLY, we urge and challenge all the Filipino people: • To join us in this spiritual and moral campaign for righteous transformation of the Filipino people; • To pray and organize to share the vision of righteous transformation with their families, relatives, friends, neighbors, churches, offices, business, professional colleagues, baranggay, towns, provinces, cities and regions; • Stand up and demand that governance be based on these transformed values based on the Bible;

At all times to see to it that the Filipino vote counts; and

QUALIFICATION OF POLLWATCHERS • N No person shall be appointed watcher unless he: a) Is a registered voter of the city or municipality comprising the precinct where he is assigned; b) Is of good reputation; c) Has not been convicted by final judgment of any election offense or of any other crime; d) Knows how to read and write Pilipino, English or of the prevailing local dialect; and e) Is not related within the fourth civil degree of consanguinity or affinity to the chairman or to any other member of the BEI in the polling place where he seeks appointment as watcher.

Rights and duties of watcher • The watchers shall have the right to: • Witness and inform themselves of the proceedings of the BEI; • Take note of what they may see or hear; • Take photographs of the proceedings and incidents, if any, during the voting, counting of votes, as well as of the generated election returns and of the ballot boxes. • File a protest against any irregularity or violation of law which they believe may have been committed by the BEI or by any of its members or by any person; and • Obtain from the BEI a certificate as to the filing of such protest and the resolution thereof.

  40. Watchers shall not speak to any member of the BEI, or to any voter or among themselves, in such a manner as would disturb the proceedings of the BEI. • The watchers representing the dominant majority and dominant minority parties fielding candidates and the watcher of the citizen's arm shall, if available, affix their signatures and thumb marks in the election returns.
