  1. Streamflow and Water Availability Estimates in Ungaged Streams State Water Resources Control Board Staff / CA Water & Environmental Modeling Forum Rich Satkowski Cal EPA Building, Sacramento May 1, 2002

  2. Workshop Purpose • Present/Discuss current and new approaches to estimate streamflow and water availability in ungaged streams • According to the CA Water Code, streamflow and water availability estimates are needed before the SWRCB can grant a water right permit. • Streamflow estimates are needed by Caltrans and DWR to design and operate water-related facilities

  3. Water Code Requirements • Every water right application submitted to the SWRCB must include “[s]ufficient information to demonstrate a reasonable likelihood that unappropriated water is available for appropriation.” (Sect. 1260(k)) • Before the SWRCB can grant a water right permit, it must find that there is “unappropriated water available to supply the applicant.” (Sect. 1375(d))

  4. Water Code Requirements, cont. • The use of water for recreation and preservation and enhancement of fish and wildlife resources is a beneficial use of water.” (Sect. 1243) • “In determining the amount of water available for appropriation, the SWRCB shall take into account, whenever it is in the public interest, the amounts of water needed to remain in the source for protection of beneficial uses….” (Sect. 1243.5)

  5. Workshop Presentations • SWRCB / MBK Engineers • SWRCB’s Methods to Estimate SF & WA • Peer Review of SWRCB R/R Estimates • U.S. Geological Survey • Comparison of SWRCB’s WA Methods with Flow Gage Records in CA No. Coast Region • Development of Regional. Regression Streamflow Equations in CA No. Coast Region • Streamflow & WA Estimates in Other States • Precip/Runoff Simulations in the Feather R Basin

  6. Workshop Presentations, cont. • USBR • CA North Coast Region GIS Layers • Caltrans • CA Map-Based Intensity Duration Frequency Analysis

  7. Topics Not on Workshop Agenda • January 23, 2001 Division Staff Report on “Assessing Site Specific and Cumulative Impacts on Anadromous Fishery Resources in Coastal Watersheds in Northern California” • Season of Diversion: Dec 15 through Mar 31 • February Median Flow • CFII threshold for significant enviro impacts • Season and FMF discussed at January 2000 workshop and in the June 2000 P.R. report

  8. Workshop Procedure • 30 min for questions after the first talk • 5-10 min for questions after rest of talks • A/V Broadcast via the building Intranet • Audio broadcast via the Internet: • WWW.CALEPA.CA.GOV/BROADCAST • Videotaping
