  2. NCRMP Ph II • States : Goa, Gujarat, Karnataka, Kerala, Maharashtra & West Bengal. • Project Cost Rs 2361.35 Cr. • Project agreement signed on 11th August, 2015 & after due legal vetting effective from 9th November, 2015. • Date of completion 31st March 2020.

  3. Agenda item (a):Status of Staff Goa : MIS specialist, Accountant and Financial Management Specialist have been appointed. EoI for appointment of Electrical Engineer, Civil Engineer, GIS Expert and Environment and Social Expert, Senior Auditor and IT Expert will be re-invited by 15th August 2017. Gujarat : M/s. KPMG has been engaged as Project Management Consultant (PMC). RfP for fresh DSC floated. Karnataka: All posts filled except Procurement Specialist who is yet to join. Kerala : All posts filled except Project Manager , Environment & Social Specialist and Community Mobiliser. Maharashtra : M/s KPMG engaged as Project Management Consultant (PMC) . Environment Specialist, Executive Engineer and Accounts Officer already in place. Advertisement for recruitment of Procurement Expert has been issued. West Bengal : All posts filled except Social Development Specialist for which applications have been received and are under process.

  4. Agenda Item (b): Component –A(EWDS) • Goa: TCIL appointed as consultant . Contract has been signed. • Gujarat: Proposal with modified technology has been shared with NDMA and TCIL. TCIL to revert back. • Karnataka: TCIL being engaged as Consultant. Necessary ToR uploaded in STEP platform. TCIL has sent a Techno-Commercial offer which has been cleared by NDMA . • Kerala: State has decided to engage TCIL as Consultant for implementation of EWDS. Necessary ToR , Techno-commercial proposal with single source justification awaited from State. • Maharashtra: State to engage M/s. TCIL as Consultant for which contract to be signed shortly. • West Bengal: ToR for engaging Consultant approved by World Bank/NDMA. EoI floated by the State for hiring Consultant on 18-06-2017 with closing date on 18-07-2017.

  5. Agenda item (c): Comp.-B(CRMI) Goa • MPCS (16 Nos.): - Tenders floated for 7 Nos. MPCS on 19.06.2017 -Tenders for remaining sites to be floated shortly • Roads : (30 Kms): No requirement of roads is projected by State looking to availability of good network of roads. Outlay shall be utilized for construction of MPCS/ Saline Embankment. • Saline Embankment (13km) : DPR of the Diwar Bund has been cleared by World Bank. EIA /SIA study in progress. The report is expected by end of August/September 2017. • Underground Cabling : 25 (Kms) Site for Underground Cabling identified at Anjuna Beach. DPR to be prepared by REC Power Distribution Company and to be ready by December, 2017.

  6. Agenda item (c): Comp.-B(CRMI) Gujarat • MPCS : 100 Nos. (Original Outlay 112) • 10 completed • 16 under execution • 20 tendered floated • 54 to be tendered out by October, 2017 • Roads (43 Nos/156.74km.) : 20 Nos/69.13 km Roads completed. Balance 23 roads of 87.61 km length under construction . • Underground Cabling (UGC): DPR for UGC of Gandhidham City has been approved by World Bank. EIA/SIA study completed and the draft report is under review.

  7. Agenda item(c): Comp.-B(CRMI) Karnataka • MPCS (10 Nos.), Roads (110 Kms), Bridges (2) & Saline Embankment (7 Kms) : • Tender floated for 7 Nos. MPCS • Tenders for all other sites of MPCS will be issued shortly • Tenders for Harikudru Roads (9 road packages) issued on 23.05.2017 • Tenders for other 3 road packages to be issued by end of July,2017 • Design of Kodikanyana bridge cleared by World Bank. DPR under preparation. Process initiated for undertaking EIA/SIA study • Revised design for Manikatte Saline Embankment submitted to World Bank. Certain observations raised by World Bank on 10-07-2017 need to be complied by SPIU. Process initiated for undertaking EIA/SIA study Kerala • MPCS (27 Nos.) : • Architectural Drawings for 03 Sites approved by World Bank • 11 more Architectural Drawings prepared. • Structural drawings for one site submitted to World Bank for approval • Tenders for soil investigation of various sites floated • 4 sites to be awarded by end of 2017 and 6 more sites by March,2018 • Slow progress

  8. Agenda item (c): Comp.-B(CRMI) Maharashtra • MPCS (13 Nos.):Revised DPR for Saitwade MPCS is under finalization by incorporating World Bank comments. To be submitted to World Bank shortly and to be tendered out by end of August, 2017. Tenders for other sites to be floated by December, 2017 • Saline Embankment (50 Kms.): Re-alignment survey under progress after which EIA/SIA study to be undertaken, based upon which DPR shall be prepared. Tenders for all the sites to be floated by November, 2017 • Slow Progress. • Underground Cabling (130 Kms.):Consumer survey completed for Alibagh, Ratnagiri and Satpati towns. Alignment/length finalized. DPR of Alibagh, Ratnagiri and Satpati towns to be submitted by July, 2017 to World Bank. State to restrict budget for this activity within allocated outlay. Tenders for UGC to be floated as under : • Alibagh- by August, 2017 • Ratnagiri by October, 2017 • Satpati by November, 2017 CRZ Status not clear. • Timelines committed are not being adhered to.

  9. Agenda item (c): Comp.-B(CRMI) West Bengal • MPCS(150)- All works of MPCS awarded. Work under progress on 146 sites and 04 sites dropped due to non-availability of land. • Underground Cabling (UGC)(60 Kms)- Final DPR for Digha city has been cleared by World Bank with observations. State may comply and upload on STEP.

Agenda item (e) : Component-C Technical Assistance • The ToR in respect of Multi-Hazard Risk Assessment study approved by World Bank and subsequently EoI has been floated with closing date of 21st July, 2017 • The study is extension of Phase I where a Web-based Composite Risk Atlas (CRA) was developed on a deterministic model and is proposed to be upgraded to Probabilistic/Dynamic mode on Real-time basis in Phase II. Shall provide area likely to be submerged, possible evacuation routes etc. in case of approaching cyclone.

Agenda item (e) : Component-C Two types of Activities Proposed i) Shelter Level Training for Community • Shelter Level Training Plan and Budget was sought from NCRMP Phase II States • Shelter Level Training Plan & Budget of Odisha was shared for reference. • States were asked to include following aspects • Cyclone Shelter Management & Maintenance Committee formation details with Bye laws • Quantum of Corpus Fund, Formation details of Task Forces for each MPCS • Identification of Agency responsible for imparting trainings along with issues pertaining to estimation • Training on Shelter Management, Equipment , Record Keeping, First Aid, Search & Rescue and refresher training

Agenda item (e) : Component-C Shelter Level Training • Training Plan to be linked with completion schedule of MPCS • May start with release of funds to • Gujarat & West Bengal @ 3 lacs per Shelter • Worked out amount can be released as first instalment. • Further requirement of State may be reviewed during next financial year

  15. Agenda item(e) : Component-C ii) Capacity Building of Govt. Officials – Under the ‘Long term training & capacity building,’ study conducted in Phase I, 7 Training for Trainers (TOT) modules were developed and an Operational Plan was chalked out to implement the training modules during Phase II in five priority sectors of Health, Education, Rural Development, Panchayati Raj Institutions, Urban Local Bodies. Modules are designed to train Govt. Officials to prepare sector specific Disaster Management Plans utilising Risk/Vulnerability Assessment at State/District/Local Level. • 5 National ToT training conducted during January – March 2017 by NIDM. A total of 76 officials participated in the 5 National TOT programmes from 21 States, out of which 48 were from 8 NCRMP States . • PMU, NCRMP has received Capacity Building Training Plan & Budget from all Phase-II States which are under review. • Further roll out to be deliberated by way of association with States.

  16. Agenda item (e) : Component-CBudget Projection for Capacity Building Training Kerala (14 districts), Rs. 7.45 Cr. Karnataka (30 districts), Rs. 0.88 Cr.

  17. Agenda item (e) : Component-CBudget Projection for Capacity Building Training Maharashtra (36 districts), Rs. 6.38 Cr. Goa (2 districts), Rs. 1.78 Cr.

  19. Agenda item(e) : Component-CCapacity Building Training Role of NIDM: • NIDM to provide technical expertise during State Level Trainings (ToT’s) /at ATI/designated institutions from 2017-2018 to 2019-2020. • Costing to be worked out by NIDM separately • State level trainers to conduct training at District/ Block Level

  20. Agenda Item (f) Outcome Budget - Monthly Progress to MHA • NCRMP made a part of outcome budget document by Ministry of Finance, Govt. of India. • Physical and Financial progress report of NCRMP to be sent to MHA on monthly basis in the first week of the following month for perusal of Home Secretary. • All NCRMP States to furnish progress/expenditure report of the project to PMU, NDMA by 3rd of every month.

  21. Areas of Concern • Large unspent funds available with States-Goa, Maharashtra, Karnataka, Kerala. • Status of Consumer Survey, Alignment finalisation, EIA/SIA study, DPR preparation for UGC - Goa. • Shelter Level and Capacity Building Training Plan/Budget submitted by the States. Allocation of Funds to be decided. • Necessary action to allocate funds to be initiated.
