STRONG SOCIAL SAFETY NET FOR THE VULNERABLE GROUPS BY PROVIDING A FALL-BACK EMPLOYMENT SOURCE, WHEN OTHER EMPLOYMENT ALTERNATIVES ARE SCARCE OR INADEQUATE. • STRENGTHEN THE NATURAL RESOURCE BASE OF RURAL LIVELIHOOD AND CREATE DURABLE ASSETS IN RURAL AREAS. • EMPOWERMENT OF RURAL POOR THROUGH THE PROCESSES OF A RIGHTS-BASED LAW MGNREGA FOSTERS CONDITIONS FOR INCLUSIVE GROWTH RANGING FROM BASIC WAGE SECURITY AND RECHARGING RURAL ECONOMY TO A TRANSFORMATIVE EMPOWERMENT PROCESS OF DEMOCRACY

Para (iv) of Schedule I permits work on individual land “provision of irrigation facility to land owned by households belonging to the Scheduled Castes and Scheduled Tribes or to land of beneficiaries of land reforms or that of the beneficiaries under the Indira Awas Yojana of the Government of India”.

  4. AMENDMENT 1 Notification dated March 6, 2007 “provision of irrigation facility, horticulture plantation and land development facilities on land owned by households belonging to the Scheduled Castes and the Scheduled Tribes or to Below Poverty Line families or to beneficiaries of land reforms or to the beneficiaries under the Indira Awas Yojana of the Government of India”.

AMENDMENT 2 Notification dated July 24, 2009 “provision of irrigation facility, horticulture plantation and land development facilities to land owned by households belonging to the Scheduled Castes and the Scheduled Tribes or below poverty line families or to beneficiaries of land reforms or to the beneficiaries under the Indira Awas Yojana of the Government of India or that of the small farmers or marginal farmers as defined in the Agriculture Debt Waiver and Debt Relief Scheme, 2008”.

AGRICULTURALDEBT WAIVER AND DEBT RELIEF SCHEME, 2008 3.5. ‘Marginal Farmer’ means a farmer cultivating (as owner or tenant or share cropper) agricultural land up to 1 hectare (2.5 acres).3.6. ‘Small Farmer’ means a farmer cultivating (as owner or tenant or share cropper) agricultural land of more than 1 hectare and up to 2 hectares (5 acres).3.7. ‘Other Farmer’ means a farmer cultivating (as owner or tenant or share cropper) agricultural land of more than 2 hectares (more than 5 acres).

AMENDMENT 3 Notification dated September 22, 2011 “provision of irrigation facility, horticulture plantation and land development facilities to land owned by households belonging to the Scheduled Castes and the Scheduled Tribes or below poverty line families or to beneficiaries of land reforms or to the beneficiaries under the Indira Awas Yojana of the Government of India or that of the small farmers or marginal farmers as defined in the Agriculture Debt Waiver and Debt Relief Scheme, 2008 or to the beneficiaries under The Scheduled Tribes or other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006

  8. TYPES OF WORK TO BE TAKEN • LAND DEVELOPMENT • IRRIGATION FACILITY • HORTICULTURE • PLANTATION

  9. Works on the land of Scheduled Castes and Scheduled Tribes households will be taken on priority. Once works on the lands of Scheduled Castes and Scheduled Tribes are saturated in a Gram panchayat, works on lands of small and marginal farmers may be considered.

  10. Conditions as notified vide Notification dated 18th June 2008 • The individual land owner shall be a Job card holder and also work in the project. • For each such project, the labour material ratio of 60:40 shall be maintained at the Gram Panchayat level. • Projects shall be approved by the Gram Sabha and the Gram Panchayat and shall be part of the annual shelf of projects. • No contractors or machinery shall be used in the execution of work. • No machinery shall be purchased.

  11. OTHER CONDITIONS • Only registered job card holders to be employed on the work. • Social audits through gram sabhas will be an integral feature. • The responsibility of maintenance of MGNREGA works on individual land will rest with the beneficiary household • Generally there should be one time investment on an individual land on the activities selected. • Benefits of facilities provided in Para 1 (iv) of Schedule I of the MGNREGA may not be availed of by individual beneficiaries having their own lands in other Gram Panchayat (Order No. J-11060/1/2011-MGNREGA dt. 23-03-2011 of the Under Secretary to the Govt. of India, MoRD.
