Administrative Code Requirements • Non-professional services are purchased through the Division of Purchasing and Supplies • Procurement of professional services is an exception to the Formal Procurement Process • Specific professional services are initiated by the end-user and must be approved through the Professional Services Review Committee • Non-specified professional services are procured by the end-user department • Construction-related services are procured through the Department of Public Works

Non-professional services over $30,000 annually are purchased through the Division of Purchasing and Supplies using a formal, sealed bid process Use central bid notification service (email and fax) Register at: www.county.allegheny.pa.us/purchasing Notices in Friday’s Tribune-Review Examples – guard service, pager rental, laundry equipment maintenance Non-professional Services

Specified Professional Services • Professional services may be procured by the end-user through a Request for Proposal (RFP) process • Not required to be publicly advertised • RFP’s are mailed to firms of which the end-user is aware • Professional services for architects, engineers, financial consultants, legal services and medical consulting must be approved by five member Professional Services Review Committee

Non-specified Professional Services • Professional services may be procured by the end-user through a Request for Proposal (RFP) process • Not required to be publicly advertised • RFP’s are mailed to firms of which the end-user is aware • Examples are consulting, information technology services, third-party insurance administration

  6. Construction-related Services • Construction-related services are procured through the Department of Public Works, Division of Engineering and Construction • Architects and engineer procurements are approved through the Professional Services Review Committee • Point-of-Contact is Don Killmeyer, Deputy Director, at 412-350-4430

  7. Several different ways to procure services in Allegheny County Especially for non-professional services it is important that suppliers make contact with end-user so that he or she is aware of the type of services that the supplier provides Closing Remarks
