Important Milestones in Design of the National Development and Poverty Reduction Strategy • Zimbabwe’s first MDG report was launched at the highest level by the President in September 2005. • Stakeholders agreed that the Zimbabwe MDGs are the national vision for all national and sectoral development plans and strategies.

  3. MDG-Based Planning in Zimbabwe Poverty Assessments Stakeholder Consultations

  4. As from 2006, Zimbabwe is operating an MDG-based Results-based Management Budget. All sector ministries have drawn 1 yr, 3yr and 5yr plans towards achieving the MDG targets in their respective sectors. These plans clearly outline all resource requirements necessary to reach the MDG targets.

  5. Currently, Zimbabwe has developed its NDPRS concept paper, which will be widely discussed at the national and provincial consultative workshops to roll out the MDG process, results of the recent Poverty Assessment Study Survey and the NDPRS (from March to April 2006). • The same consultative workshops will also be used to collect information on the provincial priorities for poverty reduction, as well as the draw inputs into the MDG needs assessment.

  6. The NDPRS should feed into the 2007 national budget and will be implemented concurrently with the 2007-11 UN Development Assistance Framework.

  7. Next steps for costing of MDGs • Hire consultant to assist with needs assessment process • Train line ministries and other stakeholders in the needs assessment methodology • Based on the national and provincial priorities, we will carry out a needs assessment. • Cost the MDG needs assessment.

  8. Challenges in terms of process and substance • Securing adequate donor assistance for consultative processes and needs assessments, as well as for the implementation of the NDPRS in the constrained economic environment with minimal donor activity. • Garnering sustained and effective political support for the NDPRS.

  9. Expectations of support from the UN Country Team and other partners • Millennium Project to technical assistance in training sector ministries and other stakeholders in Needs Assessment. • Financial support to hire a national consultant and an international technical advisor to oversee the NDPRS design and formulation process • Financial support for the broad-based consultative process

  10. Expectations of support from the UN Country Team and other partners (continued….) • Financial and technical support for the establishment of an NDPRS secretariat • Technical backstopping of the NDPRS Steering Committee, task forces, thematic groups and working groups.
