The Smarter Balanced Digital Library • California will make available to California LEAs. • Resources will assist teachers in using the formative assessment process. • Will be comprised of exemplar resources for instructional practices and professional learning. • The library is scheduled to launch in October 2014- a preview of the Digital Library is scheduled for June 3 – September 30.

Definition of Formative Assessment Process • Formative Assessment is a deliberate process used by teachers and students during instruction that provides actionable feedback that is used to adjust ongoing teaching and learning strategies to improve students’ attainment of curricular learning targets/goals.

Smarter Balanced Digital Library Review • All resources are vetted using Quality Criteria, assuring instruction that will address all students’ needs. • Ensure that the resources in the Digital Library reflect the intent of the CCSS • Ensure that all resources reflect the Smarter Balanced vision of effective formative assessment practices • Ensure that all resources in the Digital Library are of the highest quality, regardless of source • Provide consistency in the review process for all resources

  11. Smarter BalancedInterim Assessments • Anticipated launch in late fall 2014. • Created from the test items deemed valid, reliable and fair through the Smarter Balanced Field Test. • Will build out over time.

Smarter BalancedInterim Assessments • Two Types: • Interim Comprehensive Assessment (ICA), similar to the Smarter Balanced Summative Assessment. • Interim Assessment Blocks (IAB), sets of items that will assess groups of targets (clusters of standards). • Both will start out as fixed-form assessments and then transition to computer adaptive tests (CAT).

National Center and State Collaborative (NCSC)Pilot Timeline • September 2012: California joined NCSC as a Tier II state • February 7, 2014: Registration closed for schoolstoparticipate in the NCSC Phase I Pilot • March 11, 2014: Registration closed for students to participate in the NCSC Phase I Pilot • March 26, 2014: Examiner online training began • April 14, 2014: Testing window opens • May 23, 2014: Testing window closes

  15. NCSC Phase I Pilot Purpose • Collect data about how students interact with the items • Gather information about how items function • Examine test administration conditions • Review item scoring processes

  16. NCSC Phase I Pilot: Sample • National sample • 23 of 24 NCSC states participating • Nearly 18,000 students • California sample • 177 LEAs registered to participate • Nearly 450 schools • Approximately 7,200 students • Students also will take the CAPA

NCSC Grant Next Steps • Phase II Pilot Timeline • Registration begins in May 2014 • Administration begins October through mid-November 2014 • Phase II Pilot Purpose • Test additional items, including writing • Test adaptive engine • Operational Assessment • Administration begins spring 2015 • Includes student level data reporting • Achievement Level Setting will be conducted in summer 2015 • Technical Reports will be produced in fall 2015

Future Steps for California’s Alternate Assessment • State Board of Education must adopt a successor assessment to the CAPA that is aligned to the California CCSS in ELA and mathematics and new science standards • Options for selecting a successor to the CAPA include: • Independently design an alternate assessment based on the work produced by NCSC • Participate in a multi-state consortium, based on the work of the NCSC grant, for the development and administration of future alternate assessments • Consider the work products of other consortia in the development of an alternate assessment for ELA, mathematics, and/or science

Accountability Update • No results available from the field test – law specifies use of field test and prohibits use for accountability • Restricts comparison of scores from CAASPP to STAR • SSPI recommended and the SBE approved in March to not produce an Academic Performance Index (API) in 2013-14 and 2014-15 (Base will be produced using 2015 data)

  21. Status of API • 2013 - APIs released in fall of 2013 • 2014 - APIs will not be calculated • 2015 - a new base API will be calculated using the new CAASPP assessment results • 2016 - two years of CAASPP results will be available to calculate a growth API

Alternatives Related to API • Schools and school districts that do not have an API calculated due to comparability issues to meet legislative requirements using one of the following: • The most recent API calculation; • An average of the three most recent annual API calculations; • Alternative measures that show increases in pupil academic achievement for all groups of pupils school wide and among significant subgroups.

Similar and Statewide School Rankings • The Education Code authority for CDE to produce rankings was eliminated in the 2013 budget process (AB 97) • However, since 2013 growth APIs have been released, rankings for 2013 will also be calculated (for the last time) and displayed in a revised Accountability Progress Report • These rankings may be useful for charter school renewal and revocation decisions

  27. Status of Adequate Yearly Progress (AYP) • 2013 - AYP reports released • 2014 - AYP reports for high schools will continue since CAHSEE and graduation rates are the current measures • US Department of Ed approved a waiver that suspends AYP reports for elementary and middle schools for 2014

Status of AYP • The 2013 AYP determinations for elementary and middle schools carry over to 2014 • Program Improvement (PI) status for elementary and middle schools remains the same for a the 2014 school year • These schools would not advance or exit from PI – no new schools would be identified as PI in 2014

Improvement & Accountability Update • Strengthen state systems of support to assist local educational agencies • Streamline processes to fulfill state and federal reporting requirements • Facilitate and support a coherent flexible system of school and district resources to support innovative practices

Quality Schooling Framework • Purpose of QSF is to provide a conceptual model for gauging and supporting a school’s effectiveness through the planning process. • Users can access research-based information, narrated presentations, and tools to assist in local school assessment, planning, and improvement process.

  33. Plan Alignment and Coordination Project • Purpose is to support the expanded coordination and integration of multiple plans that are necessary for state and federal requirements. • Identifies all various plan requirements, both in state statute and federal law. • Categorizes similar plan elements across plans to reduce duplication and strengthen the department’s support of and assistance to effective planning.
