The Challenge • In accordance with the ‘Comprehensive Spending Review’ to reduce our budget by £39m by 2014/15 • Communities First programmes CF1 CF2 CF3 (2009 - 2012) • Local Policing Model – Initial phase Jan 2012 - to examine and review the service provision across local policing within what was affordable - whilst maintaining a flexible and sustainable policing model that can continue to deliver excellent service and retain the confidence of our communities. • Local Policing Review – ‘Implementation’ in April 2013 3

Key Aims: • Putting local Police Officers in the right locations to maintain performance and resilience in delivering a front line service • Meeting the needs of communities by doing what matters most in their neighbourhoods • Maintaining an absolute commitment to neighbourhood policing in the face of unprecedented financial challenges • Providing a future proof local policing structure whilst supporting the strategic priorities of the force 6

The 11 LPT Structure was to remain – this structure had delivered good performance over the last 12 months and was still fit for purpose. • Police Officer numbers in Local Policing will be protected at 750 together with PCSO numbers until March 2015, the end of this Comprehensive Spending Review period. • There will be separateNeighbourhood Officers within Local Policing directly engaged in Neighbourhood policing as beat officers, members of Neighbourhood Action Teams, IOM Field Champions and Safer Schools Officers. These officers will be named to the local community and dedicated to the role. 7

  8. ‘Response’ Change to Local Police Officer • A separate 24/7 ‘response to demand’ ‘Local Police Officers’ function which will be aligned to specific neighbourhood areas and have a focus on problem solving in support of neighbourhood staff. • These staff will receive key training to give them the skills to support problem solving and to change the ‘hit and run’ culture which was apparent with some ‘Response Officers’ – neighbourhood policing the default position of all staff. 8

Local Neighbourhood Officers - LNOs • Named in the community dedicated Police Officers LNOs and PCSOs who will continue to deliver reassurance and problem solving activities. • These Officers will have the added support of their 24/7 colleagues as a second tier to problem solving in their neighbourhoods. 9

  12. Prevent Crime and Disorder This means all crime and ASB Note that Targets have been scrapped. This is about Prevention. The 1st Peelian Principle ‘The basic mission for which the Police exist is to prevent crime and disorder’

  13. Provide Outstanding Service This means in the way we respond to incidents and in how we deal with all people and all partners. In every contact we have.

  14. Deal with What Matters to Communities This means, engaging with them and asking them what their concerns are either real or perceived. If it matters to them then it matters to us.

  15. What This Means for South Staffs • A change in staff numbers across Neighbourhoods. • Putting Officers in the right place to deal with community issues. • Re-engagement with Parish Councils and communities.

  16. Local Policing Model • Affordable and sustainable Police service. • Reducing waste activity and balancing utilisation across all areas. • Having the correct numbers and type of staff where they are most needed.

  18. Force Local Policing Model • 5 LPO shifts with all Constables 24/7 aligned to a Neighbourhood area. • 3 Neighbourhood shifts including dedicated Constables and PCSOs

  19. PCSO Responsibilities Parish Councils Will engage with Parish Councils. Will attend at least one Parish council meeting per month if possible. If they do not attend the meeting they will speak to the Parish Clerk or the Chair and find out what if any are the issues and concerns of the community that month.
