  2. Presidential Foreign Policy • Harry Truman and George H W Bush both took the nation into war. Both Presidents sought support on both the national and world stage (via the United Nations). In this lesson, you will be deciding why both men sought allies for the US prior to conflict.

  3. Bush sought support of the US Congress and a Congressional Declaration of War. • Truman cultivated the support of Congress, but purposefully, did not seek a Declaration of War. • Why do you think this discrepancy exists? What changed between the two terms? Class discussion time

  4. Korean War Timeline • 6/25/1950-North Korea invades South Korea • 6/25/1950-UN Security Council demands NK cease attack and return to borders • 6/30/1950-Truman commits US troops to enforce UN resolution • 8/1/1950-NK pushes UN troops to far SE corner of SK (Pusan Perimeter)

  5. 9/15/1950-Inchon Landing-UN troops led by US soldiers and Mac Arthur go on offense • 9/27/1950-US troops given permission to cross 38th parallel in NK • 10/19/1950-NK capital falls • 10/25/1950-Chinese Forces attack UN troops • 11/30/1950-Truman considers using atomic weapons in war, but rejects idea to avoid WWIII • 12/14/1950-UN calls for cease fire • 2/1/1951-UN passes resolution to end war

  6. 3/18/1951-UN troops retake Seoul • 5/20/1951-Chinese offensive stopped • 7/10/1951-Truce talks begin • 11/27/1951-Cease fire line agreed to at the 38th parallel • 12/18/1951-POW lists exchanged

Persian Gulf War Timeline • 8/2/1990-Iraq invades Kuwait • 8/5/1990-Bush declares invasion will not stand • 11/29/1990-UN Security Council authorizes “all necessary means” to remove Iraq • 1/12/1990-Congress authorizes use of force • 1/15/1990-UN deadline for Iraqi withdrawal • 1/17/1990-Allied attack begins • 2/22/1990-Marines enter Kuwait

  8. 2/24/1990-Ground attack begins • 2/28/1990-Cease fire • 3/5/1990-POWs released

  9. Group Discussion Questions • In each cartoon, what is the role of the United Nations in US politics? • How did Truman and Bush each use the United Nations and world opinion to achieve both support at home and results abroad for US foreign policy? Must have notes answering these on bottom of analysis sheet.

  10. Final Assessment • The questions that follow must be answered on separate paper, in complete sentences and, for full credit, they must contain examples from both the cartoons and US foreign policy history and/or Constitutional law and precedent from US law.

  11. Individual Questions • In each cartoon, what style or styles of US foreign policy is the President pursuing?-Explain your reasoning. • Do you believe either, both or neither President was correct in looking for validation for US foreign policy from a world forum? Explain your answer-discuss both wars.
