  2. Status • RAI approved the RAI-WIP in July 2013 • It is being rolled out at sub-regional levels and based on sub-regional priorities • It will be considered and adopted at the RAI Session in 2014

  3. RAI WIGOS Governance and Working Structure • RAI (Plus MG) • Sub-Regional WIGOS Coordination Groups (SR-WCG) • RA I WIGOS Working Body (TT-WIGOS approved) • Sub-regional WIGOS Working Body (national focal points)

  4. Activities for 2013 • Communication and Outreach - Operating at sub-regional levels - 3 workshops for 2013 * 5-7 June (Southern Africa) * 12 -15 November (West Africa) * 18-21 November (North Africa). This workshop included WIS

Planned activities for 2014 • Communication and outreach - WIS workshop for RAI WIS Experts planned for South Africa 1st Quarter 2014 - 2 WIGOS/ (WIS) workshops for Eastern (Tanzania) and Central Africa (Congo) Venues and dates to be confirmed but for now April and May • All RAI governance and working structures functional and people in place • WIS Implementation workshops • Adoption by RAI

Next • appointments of national WIGOS focal points for the sub-regions already covered (Process initiated and being done) - Awaiting WIGOS templates/guides/ regulations • Development of templates for national WIGOS implementation –Pilot projects • Attendant capacity development for both WIGOS and WIS

  7. Problems/ challenges facing RAI in Implementing WIGOS • Other priorities (disasters, climate change, national priorities) taking precedent • Civil strife/ political instability in 3 of the sub-regions

Summary of Problems faced by NMHSs in RA I • Low density of observing stations • Stations sites do not meet all WMO standards • Data transmission (SSB radio data are still used for the transmission of data from synoptic stations; observation data of agro-climatological stations and rain-gauge are received monthly though postal mail).

  9. Problems in RAI (Cntd) • New telecommunication systems (Internet) and mobile phone telephony, if available, could be used for the collection and transmission of meteorological data • Observing station instruments and equipment are old • Maintenance of equipment is not always performed • Lack of coordination with partners having their observations networks • Inspections of observation stations are no always performed due to limited financial resources

Problems in RAI (Cntd) • Lack of qualified staff • TDCF encoding (in BUFR or CREX) not performed in some countries • Improvement of the data management systems • Insufficient sensors (instruments / equipment) especially with regards to marine meteorological and oceanographic observations • QMS for Meteorological Services not implemented

  11. Solutions to address these challenges • Establishment of road maps at sub-regional levels to implement WIGOS • Strategic goals to strengthen meteorological observing systems • Resource mobilisation, including through political platforms (AMCOMET)
