These slides should not be used as a substitute for a prospective applicant's review of the Commission's relevant orders, rules, and public notices. Prospective applicants must familiarize themselves thoroughly and remain current with the Commission's rules relating to the Automated Maritime Telecommunications System spectrum, rules relating to application and auction procedures, and the procedures, terms and conditions contained in the Auction No. 61 public notices.

  3. Closing Public Notice(FedEx Mailing) • Released approx. 2-3 business days after the auction closes • Includes: • List of winning bidders and bid amounts for each license • Payments (bid withdrawal, down and final) owed by each bidder and/or refunds due • Instructions for when and how to make down payments and final payments • Form 601 and 602 Instructions

  4. Winning Bidders: what happens next? • Within 10 business days after the release of the Closing Public Notice: • FCC Form 601 (Long-Form Application) must be filed. • FCC Form 602, Ownership Form, must be updated, if necessary. • Down payment due.

  5. Form 601 – General Information • Filed electronically on ULS at http://wireless.fcc.gov/uls. • Applicants can apply for multiple licenses on one Form 601. • Applicants are responsible for the continuing accuracy and completeness of information. See 47 C.F.R. § 1.65 • Incomplete or defective applications may be returned. See 47 C.F.R. §§ 1.934, 1.933.

  6. Form 602 – Ownership Form • An FCC Form 602 was created in the Universal Licensing System as a result of the ownership information submitted on your Form 175. Applicants should review their 602 information and confirm that it is complete and accurate. It is not necessary to file another FCC Form 602. See 47 C.F.R. § 1.919. • FCC Form 602 can be viewed and/or amended by going to http://wireless.fcc.gov/licensing/ownership/ or through http://wireless.fcc.gov/uls and clicking on the ownership link.

  7. Down Payments • Due within 10 business days of Closing PN release • Must have on deposit with Mellon Bank sufficient funds to cover payments for any withdrawn bids plus 20% of net amount of winning bid(s)

  8. Final Payments • Due within 10 business days of down payment deadline • Balance of net amount of winning bid(s) must be on deposit with Mellon Bank

  9. Method of Payment • Wire Transfer only • Fax FCC Form 159 to Mellon Bank at least one hour before sending wire transfer • Must use same FCC Registration Number (FRN) used on Form 175

  10. Accepted for Filing Public Notice • Released after long-form review completed. • Includes: -List of long form applications accepted for filing -Pleading cycle dates -Instructions for searching using ULS

  11. Grant Public Notice • Released at a minimum 45 days from auction closure • Lists the granted long-form applications • Includes instructions for searching using ULS. License is mailed to the licensee’s address.
