Approach • Pilot project for PPP in Defence • DBFMO for 25 years • European tender procedure: • Competitive dialogue • Maximum bid price • Economically most advantageous tender (EMAT) • Financial scope • DCF 335 million € • PPP savings exceed 15% • MoD is and will be owner • Performance-related availability fee
