9. MPA RATINGSYSTEM • The MPA Rating System is a self evaluation tool for MPA managers that can help assess or monitor management of MPAs.

16. MPA Level 1 : MPA is initiated, 1 year since establishment, (6 pts) - MPA establishment activities are in progress

17. MPA Level 2 : MPA is established, 1-2 year since establishment (16 pts) - MPA is legalized and management activities have started.

18. MPA Level 3 : MPA is enforced, only applies for 2 years old & up (24 pts) - MPA regulations are implemented and management activities are maintained for 2 years or more.

19. MPA Level 4 : MPA is sustained, only applies for 3 years & older (30 pts) - MPA is well-enforced over the years; participation and support from the LGU and community is consistent.

22. WHAT to Consider? • The MPA Rating Guide is a self evaluation tool for managers/implementers of MPAs whose efforts in MPA management need to be assessed. There is a need of a facilitator. • 2. Before starting with the evaluation proper, the facilitator should: • explain the objective/s and importance/relevance of the activity • enlist the group to agree on the duration of the activity (eg. 1 hour, 2 hours, etc.) and • State clearly that an honest discussion/appraisal from the group is necessary during the activity.

23. WHAT to Consider? Agree on the time and venue for the regular conduct of evaluation using the MPA rating system to track progress. Based on CCE Foundation experience, an evaluation can be made together with biophysical results feedbacking or MPA management planning workshops. Assign a person who will keep the information. Note the date of establishment of the sanctuary during the evaluation. It matters.

24. WHEN to conduct monitoring using the MPA Rating Guide? Annual monitoring is suggested, and it is best to do it year end. However, the frequency of evaluation largely depends upon the managers. * It is advisable to introduce the MPA Rating Guide as part of the MPA orientation and public education to give the stakeholders an idea of the management activities they will have to undertake. An evaluation is also essential upon legal establishment of the sanctuary to act as a baseline, thus, serving as a basis for management actions and improvement.

25. HOW to fill up the monitoring form? Browse through the MPA rating questionnaire before answering it. Go through each criterion carefully and keep in mind that priority activities vary in each MPA. When you are ready to answer, put a check mark on the spaces provided for whenever appropriate. Complete the assessment by going through all the fields/criterion/activity at all levels. Note : there is a separate MPA Rating Guide for NIPAS declared areas.

26. HOW to fill up the monitoring form? This system follows an all or nothing principle. If the management body has met, but only once the field is still given a “0” or “X” and not “1” or “”. (White, A. et. al., 2004. MPA Report Guide Manual)  = 1, points are cumulative After filling out the questionnaire please submit to the person assigned to keep the forms.
