  2. Overall standardization !Development of professional standards should be viewed as certain professional standardization that is only beginning in Russia. The standardization is aimed at creating a model of employees’ competency level in fulfilling specific industry-related tasks. An important trend in the modern process of standardization is acceleration of standardization rates in various types of human activities and integration of all standards into a single system for the contemporary information society. When professional standards are implemented at enterprises the employees are allowed to assess their professionalism and advance it. If it is necessary they will be given an opportunity to advance their qualification thus laying a ground for further professional growth. Employers in the Russian fishery industry will obtain more precise criteria for assessment of their personnel and will be able to advance their professional level, improve their occupational motivation and thus give them favorable conditions to uphold work productivity. Besides, this way employers will be able to control their employees’ professional level taking into account renewed educational standards in various areas and developed certification systems which will serve as an additional guarantee of an employee’s competency.

Government of the Russian Federation strengthens positions of employment legislation Reformation of higher education in Russia is related to breakaway from rigid specialization of students at higher education institutions. Now they will receive basic training during 4 years (bachelor’s) and later select specialization independently and adopt to requirements of organizations where they want to work. Federal statute No. 232-ФЗ dated October 24, 2007 has been enacted. This statute endorsed two-level higher professional education (bachelor’s and master’s degrees). !A notion of labor function includes work under a certain profession, specialization, qualification. Nevertheless, recognition of a bachelor’s degree within the framework of Russian regulatory documents that govern employment relations has not been fixed yet. It concerns the Labor Code of the Russian Federation, model regulations and position instructions. Neither of them provide for personnel with such qualification.

  7. Further difficulties ! Classifieris intended to solve issues related to estimation of number of laborers and officers, taking into account composition and distribution of personnel by category, level of mechanization, work conditions and qualification. Let us remind that Russian National Classifier of Occupations of Employees, Positions of Civil Servants and Wage Categories (COEPCSWC) does not provide for bachelor’s or takes this degree into account. The Classifier is an integral part of Unified System of Information Classification and Codes (USICC) of the Russian Federation. It was prepared as part of state program for adoption by the Russian Federation of internationally accepted system of records and statistics compliant with requirements of market economy development. http://professions.org.ru/ This way after an individual earns a degree attested with a respective document of education, the individual is considered as being properly qualified for performing the work in accordance with the degree he / she earned in a certain industry. In fact adoption of bachelor’s degree in Russia vests educational institutions with additional tasks and obligations to help the graduates achieve the level necessary to work in certain business segment, under specific industrial conditions and at the specific managerial level within a specific industry.

  8. Ways to solve the problems Before December 2012 two important notions were missing from legislation of the Russian Federation: - Professional standard; - Qualification. Federal statute dated December 3, 2012 No. 236-ФЗ “On amending Labor Code of the Russian Federation and art. 1 of Federal Statute “On technical regulation”, art. 31 of Labor Code of the Russian Federation was appended with art. 1951 that introduced definitions of a “professional standard” and “qualification” into employment legislation for the first time, though the term “qualification” was widely used in the current Labor Code of the Russian Federation. Art. 2 (p. 5) of Federal statute dated December 29, 2012 No. 273-ФЗ “On education in the Russian Federation” (came into force on September 1, 2013) defines qualification as “level of knowledge, skills and competency that characterizes readiness to perform certain work”, i.e. offers a more detailed and explicit definition. http://минобрнауки.рф/документы/2974 http://www.rg.ru/2012/12/07/prof-dok.html

  10. Regulatory documents 1.Order of President of the Russian Federation No. 597 dated May 7, 2012 «On implementation of state social policy». In order to further state social policy government of the Russian Federation needs to ensure (p. «в» and «г») : в) endorse plan of professional standards development by December 1, 2012 г) develop and endorse at least 800 professional standards by 2015. It has been ascertained that professional standards should be applied: а) by employers in course of developing personnel recruitment and management policy, in course of organizing training and certification of employees, development of position instructions, rating the works, assigning wage ranks to employees and endorsing payroll systems taking into account specifics of manufacturing organization, work and management; б) by professional educational institutions in course of developing professional training programs; в) in course of developing federal state educational standards for professional education in accordance with the stipulated procedure. (http://www.rosmintrud.ru/docs/government/103) 3.In accordance with plan for professional standards development for 2012 – 2015 endorsed by decree of government of the Russian Federation dated November 29, 2012 No. 2204-р deadlines for professional standards development have been endorsed.   11. IMPORTANT! Standards of professional activities are aimed to develop specific professions and employees’ professionalism, determine assessment criteria of their work results, uphold quality of their work, improve personnel management in this professional area, create mechanisms to stimulate professional (certification training and certification), determine requirements to initial competency of educational institutions graduates specializing in the respective fields, etc. After an individual earns a degree attested with a respective document of education, the individual is considered as being properly qualified for performing the work in accordance with the major related to fishery industry of the Russian Federation.

  12. The process has commenced Process of developing professional standards has commenced in Russia. The professional standards must shape industry-specific frameworks for various qualifications of employees per type of economic activity. These frameworks would show a close interrelation of qualifications demanded to perform duties in professional activities and qualifications of educational institutions’ graduates. In general, analysis of professional standards existent in Russia shows that they were developed based on international standards existent in the international professional environment. Ministry of Labor of Russia endorses professional standards based on conclusion of experts’ council in accordance with recommendations on its endorsement. Information about a professional standard must be included into the register of professional standards. Ministry of Labor of Russia is in charge of developing and maintaining them in accordance with the stipulated procedure. A professional standard consists of the following structural elements: • name of profession; • classifier code; • employee’s qualification level; • names of positions and positional duties; • required level of professional education, training and practical experience in the field; • requirements to certification and health; • list of skills that an employee must possess;

Development of professional standards by FSBEI HPE Kaliningrad State Technical University • Developing drafts professional standards stipulates for : • Gathering a group of experts that must include managers and expert officers, experts in management, training and development of personnel, work standardization and occupational safety, other experts; • Conducting analysis of state and prospects of development of the type of professional activities taking into account national and foreign trends; • Analyzing regulatory, methodological, educational and technological documents related to the lot and in respect of separate employment functions of experts in the field; • Shaping a representative sampling of enterprises; • Making questionnaire among the enterprises’ employees; • Preparing a draft professional standard that includes description of main generalized employment functions pertaining to at least two levels (sub-levels) of qualification and including description of activity (name the professional standard) of different categories; • Holding a public and professional discussion of a draft professional standard that would involve: posting the draft professional standard on the developer’s web-site; • Holding round tables for representatives of professional community, employers, associations of the latter, federal executive authorities and executive authorities of constituent entities of the Russian Federation; • Coordinating draft professional standards with leading professional associations and unions on the federal level; • Submitting professional standard to Ministry of Labor of the Russian Federation. http://www.klgtu.ru/methodicalwork/umo/profstandart/

Just so we don’t forget anyone Within short term we must submit to Ministry of Labor of the Russian Federation a notification about necessity to develop professional standards pertaining to fish breeding, fishing and aquaculture for 2014: 1. Fish breeding: • Ichtyopathologist; • Microbiologist; • Fishery conservancy inspector; • State fishery conservancy inspector • Research ichthyologist; • Research hydrobiologist. 2. Fishing: • coastal fisherman; • Designer of equipment of industrial fishing and seafood harvesting; • Operator of machines and mechanisms for inland waters; • Operator of machines and mechanisms for industrial fishing; • Marine fish breeder; • Expert in aquaculture technical facilities.

  24. Professional standards related to aquatic bioresources processing We need to analyze the following in the nearest future: - Russian and international professional standards by types of professional activities related to processing aquatic bioresources; - State and prospects of development of the respective type of economic activity or group of activities to which professional standards on aquatic bioresources processing pertain; - Qualification characteristics contained in the Unified Job Evaluation and Wage Rate Manual and Russian National Classifier of Occupations of Employees, Positions of Civil Servants and Wage Categories; - Legislative and other regulatory documents that define requirements to qualification in professions, positions and specializations that correspond to this type of professional activities – processing aquatic bioresources. In November 2013 we must submit to Ministry of Labor and Social Protection of the Russian Federation notification about development of draft professional standards pertaining to processing of aquatic bioresources.

Processing fish and seafood: • fish and seafood processing rating; • operator of thermal and refrigerating machines; • smoking machine operator; • operator of line manufacturing semi-finished food and culinary from fish and seafood; • foreman of fish and seafood processing unit; • foreman of semi-finished food and culinary manufacturing unit;; • technologist of fish and seafood processing; • expert of fish and seafood quality; • chemist technologist; • microbiologist technologist.
