  3. SCENARIO 2 • Date: 01 April 2014 • Location: Port of Galle, southern Sri Lanka • Problem: At 1130Z, • Container vessel MV Dondra Express is unloading shipping containers in Port of Galle. It is moored at dock in middle of its offloading containers operation. • As ship’s crane lifts one particular container of “scrap metal” TGHU 307703 0 22G1, a crane cable breaks causing container to fall 25 meters where it ruptures, contents spill on the dock and into the bay. • Workers immediately police up scattered “scrap metal” in area while others try to repair crane. • Most “scrap metal” on dock is put into another container while smaller bits are pushed in water. • Workers hose the dock off and resume offload operations. Several shipyard support trucks/vehicles drive thru hosed off areas in the course of their duties. • Other containers that were on MV Dondra Express adjacent to where “scrap metal” container was secured are now trans loaded to a smaller container ship in the harbor, MV Mercmas I as well as to awaiting vehicles for overland transport. • At some point it is discovered that TGHU 307703 0 22G1 was a hot box emitting profuse radiation due to having radioactive contents, stevedores get sick, unknown amounts of radioactive material may have contaminated dock area and surrounding containers on original ship. • Radioactive material may have spread in harbor, spread to another ship, and been trucked inland to Galle and points beyond …

CONTAINER INFO • The code on the container—TGHU 307703 0 22G1 • TGHU prefix tags it as the property of Textainer, a Bermuda-based shipping concern that owns more than 2.4 million boxes just like it • The lone zero is a “check digit” that helps confirm the box’s identity • 22G1 designates it as an unventilated, 20-foot-long dry shipping container • 307703 is the unique part of the ID, that lets shippers and investigators track its long, winding journey to Galle • A Textainer spokesperson says the company last saw container 307703 in April 2012, when its six steel walls were leased to “an established customer” • Sri Lankan officials say the customer was Mediterranean Shipping Company(MSC), a shipping goliath headquartered in Geneva • In October 2012, the box was packed at a metal yard in Saudi Arabia under the auspices of Sun Metal Casting, a scrap-metal dealer in the Arab emirate of Ajman • In recent years, scrap metal has become a booming global business, with manufacturers continually searching for cheaper places to get metals like steel and copper • 307703′s load was bound for a foundry in Colombo, 110 KM miles north of Galle • A photo snapped by the shipper before 307703′s doors were closed and sealed with a thumb-sized lead-and-plastic tag shows radiators and coils of copper wire piled almost to the roof • Assuming photo is actually of the same container and the container wasn’t tampered with
