Comprehensive Explanation • Area of applicability: France, Germany, Italy, Poland, Spain, Switzerland • Applicable to: Paris, Bordeaux, Marseille, Brest, Karlsruhe, Roma, Warsaw, Madrid, Barcelona, Geneva and Zurich FMP • Initial Operational Capability (IOC): 09/2013Full Operational Capability (FOC): 12/2015 • The objective will ensure the deployment of Short Term ATFCM Measures – Phase 1 (as defined by the Interim Deployment Programme – IDP) • As deployed in London, Raims and Maastricht FMP • A more automated version of STAM (labeled STAM phase 2) will be released in the next years by SESAR – Not within the scope of FCM04! Most important SLoA(s) • FCM04-ASP01 – Availability of demand-capacity balancing tools via CHMI (finalisation date 12/2015) • FCM04-ASP02 – Provision of ANSPs sector and traffic occupancy parameters data to NM (finalisation date 12/2015) • FCM04-ASP03 – Implement FCM procedures to enable application of flow management techniques on traffic streams closer to real-time and including more accurate assessment of forecast sector loads and cooperative management of groups of sectors and ATCO resources (finalisation date 12/2015) ESSIP Plan 2014 / Overview LSSIP 2013

  8. ESSIP Report 2013 • The submitted reports indicate that the objective will be implemented in time by the States within its area of applicability. However there is still a need for the clarification of implementation intention of States which have reported -No Plan- despite being in the applicability area of the objective. • It is also desirable to capture the plans for the States which are not formally with the applicability area but which have expressed interest for the implementation of STAM Phase 1 through other channels, in order to have a better view of the progress.
