NATIONAL BEST PRACTICES • NATIONAL PARTNERSHIP / ALLIANCE - Established July, 2001 - 40 public /private sector associations, govt agencies – NGA, NACo, Mayors, NASCIO, AIA, NAHB, AGA, BOMA, HUD, DOE, NIST, GSA, ASCE…. - Assemble and share best practices, model streamlining processes and promote cooperation with I.T. industry to increase effectiveness and efficiency of government

LESSONS LEARNED FROM OTHER DISASTERS • Hurricane Andrew & 2004 Hurricanes: - Need for uniform statewide building codes, certification & training for code officials - Need for upgraded code provisions for wind and water penetration - Need for statewide mutual aid agreements for building departments as well as first responders - Need for backup statewide permit & plans review

  11. LESSONS LEARNED FROM OTHER DISASTERS • NORTHRIDGE & OTHER QUAKES: - Upgrade of seismic safety provisions in codes - Statewide mutual aid agreements - Increased training for building officials and upgrade of ATC -20 - Use of mobile technology for damage assessments and rapid recovery

LESSONS LEARNED FROM OTHER DISASTERS • BLUE CASCADES III EXERCISE IN PACIFIC NORTHWEST (Feb 06) - Secure database for first responders of as built designs • Identify and pre-certify construction industry from outside region to support first responses • Recovery - use of information technology speed damage assessment and permit issuance • Uniform building permit forms statewide, common inspection systems to provide backup support

LESSONS LEARNED FROM OTHER DISASTERS • FLOODS IN PITTSBURGH REGION • Uniform statewide building code - Regional disaster resiliency - Work with building departments to speed recovery - damage assessments, issuing permits for reconstruction - Use qualified third party personnel to supplement building department staff

BEST PRACTICES IN STARTING UP A BUILDING DEPARTMENT BEST PRACTICES – STARTING UP NEW DEPARTMENTS - Adopt & enforce uniform statewide building code (1970’s – 2000 PA, FL, TX, LA) - Identify & build stakeholders within community to support building department - Education, training and certification supported by State to assure code uniformity - FL, OR, VA - Use of education, training and other support services from ICC

BEST PRACTICES TO SUPPORT BUILDING DEPARTMENTS • HUD GUIDE RECOMMENDATIONS - Build stakeholder support for building department: elected officials, construction industry, private sector, homeowners, government employees - Closer coordination between building and zoning/land use departments - Funding sources – surcharge on permit fees / bonds/ set up departments with dedicated funds

BEST PRACTICES USE OF INFORMATION TECHNOLOGY TO SUPPORT BUILDING DEPARTMENTS • The ITIAS is a technology committee comprised of technology vendors and government organizations working in conjunction with the Alliance to establish interoperability standards for the Building Regulatory Process (BRP).
