Geo-SmartBuy Roll-out Pending Official Announcement of Award • Technical Evaluation Board final vendor selection completed July 2009 • Increased traffic at the GSA website to awarded vendors • Majority of vendor awards completed by September 17; Final award pending signatures • Rollout Kit web page with SmartBUY materials and information is ready for release • Press Releases are ready for release. National Geospatial Forum • 1st Forum - December 9, 2009 • Target audience for the initial forum is federal government geospatial executives only • Engage in discussion about the development of a national place-based policy that addresses economic competitiveness, environmental sustainability, community health access, and safety and security • Topic for discussion will be the White House memorandum and the geospatial community's role in helping shape the future of place-based policies • Future Forums will be targeted to other stakeholder groups • The event is hosted on-line, lasting one hour, and includes a brief introductory presentation followed by a facilitated discussion between panelists and participants • You are invited to observe the event Registration for the event: http://www.eventbrite.com/event/482617522 Contact: Stephen Lowe, Stephen.Lowe@ocio.usda.gov Read ahead: none

Place-Based Policy • Executive Office of the President Memorandum M-09-28: “Developing Effective Place-Based Policies for the FY 2011 Budget, August 11, 2009” • OMB Budget Data Request No. 09-42: “Place-Based Policies and Programs” • “… to advance the Administration’s domestic and fiscal priorities and to increase the impact of government dollars by leveraging place-conscious planning and place-based programming.” • “Place-based policies leverage investments by focusing resources in targeted places and drawing on the compounding effect of well-coordinated action. Effective place-based policies can influence how rural and metropolitan areas develop, how well they function as places to live, work, operate a business, preserve heritage, and more. Place-Based Policy • FGDC Executive Committee members met with Executive Office of the President (EOP) leadership • Will be a key discussion topic of the 1st National Geospatial Forum • Response from the EOP leadership was very positive • ExCom in on-going discussions with EOP • Began discussions on FGDC support for the Place-Based Policy efforts

A-16 Supplemental Guidance, OMB Comments • Requested changes include: • Defining Portfolio Management (PfM), including elements beyond data, and using it as the framework for the overall document • Adding a policy relationship diagram that includes the CIO council and others • Clarifying the PfM relationship between theme levels and higher levels of management • Including CIO Council and other roles and relationships to the FGDC structure • Moving the membership list and lexicon out of the document and referencing a location they live on the web • Clarifying the relationship of HSPD-7

Data.gov • Possible crowd-sourcing techniques • “… ability to tag local landmarks or points of interest in geospatial data …” • “APIs can be built to ‘mine’ that metadata for the elements needed to populate its metadata template. Such is the case for the geospatial datasets incorporated from the Geospatial One Stop (GOS) (geoData.gov).” • FGDC identified as key member of advisory group • Even more advanced forms of search like geospatial search are being targeted for future releases.

  18. Data.gov • “Agencies that have geospatial data are in many cases publishing that data to Geospatial One Stop (GOS) today. The harvesting process used by GOS is mirrored in the conceptual solution architecture described above and points to a roadmap for further integration. The Data.gov team will work with the GOS team to pursue further integration of GOS into Data.gov.” • Metrics – ex: number of shapefile downloads, completeness of metadata, data sets per agency.

NGAC Dec. 1-2, 2009 Meeting • Leadership Remarks (Andrew Jackson, Deputy Asst Secretary, DOI) • DOI will make decisions on FGDC leadership and priorities by end of January 2010 • DOI/FGDC will complete NGAC guidance prior to March NGAC meeting • Place-Based Policies Initiative (Derek Douglas, EOP, and Xavier Briggs, OMB) • Geospatial technology will be a key component of Place-based initiative • Very positive about working with FGDC, NGAC, and geospatial community on geospatial strategies • Discussed priorities and primary themes: • sustainable community development • regional economic development • neighborhood revitalization • They emphasized that this is the first year in a multi-year effort Contact: John Mahoney, jmahoney@fgdc.gov Read ahead: none

  22. NGAC Dec. 1-2, 2009 Meeting • NGAC Dialogue – Mapping Science Committee • NGAC will consider identifying issues to be recommended or referred to MSC for more detailed studies/reports. NGAC may also review and endorse MSC studies as appropriate • NGAC Actions: • NGAC adopted the Economic Recovery Subcommittee’s paper on lessons learned from the economic recovery bill • NGAC adopted the geospatial policy benefits paper in concept (pending final edits) • NGAC endorsed the high-level concepts in the Governance Subcommittee’s paper on NSDI metrics. The NGAC also agreed on next steps, including outreach by the Subcommittee to refine the metrics approach, and continued internal discussion within the NGAC regarding NSDI governance
