Transition • “to help young people get advice, guidance and access to opportunities and to help make a smooth transition to adulthood and working life” - ConnexionsService • “Children and young people naturally pass through a number of stages as they grow and develop. Often, they will also be expected to cope with changes such as movement from primary to secondary school and for children with disabilities or chronic ill health, from children's to adult services”- Every Child Matters

  4. What is the September Guarantee? A guarantee by Connexions, in partnership with the Learning and Skills Council, to ensure that all Year 11 leavers are supported into an appropriate offer of learning or employment by the end of September of each year.

The Guarantee Objectives • Reduce the number of 16-18 year olds NEET • Provide a strategic framework for reducing NEET • Improved data collection and sharing • Targeted support for all including those most at risk • Develop appropriate post 16 provision • Give heightened status to IAG and support activity throughout London

A Systematic Approach • Delivering high quality advice and guidance • Identifying intended destinations for all Year 11s • Identifying and tracking young people at risk of not progressing post 16 • Planning progression routes with schools, colleges and other 14-19 providers • Matching provision to demand

Benefits for Young People Early evidence • Gaining motivation: by having a clear plan before they leave school. • Confidence increasing: as students know that ‘there is something out there for them’. • Having the security of: an offer of a learning opportunity well before the school leaving date. • Raised expectations and aspirations: through having ongoing support to review their choices. • Fewer young people ‘drifting: during the summer • An emphasis on a broader perspective and understanding: of qualifications and opportunities. • Increased retention rates: inpost-16 learning.

What remains to be done-operationally • Even closer cooperation between the local 14 – 19 and Connexions Partnership • Sub regional destination reports to LSCs by January 2006 • Further improvements in the range of post -16 provision • Strengthening employer attitudes to 16+ recruitment/apprenticeships • Improvements in college and school on-course support (ie strategies to prevent drop out) • Support for some schools on data sharing and for some colleges on post-16 enrolment reporting • Developing the use and analysis of data (such as EMA take-up) to inform local widening participation strategies

What remains to be done - strategically • Widen awareness of the cross border tracking and data analysis reports which Connexions can now offer • Strengthen the acknowledgement of September Guarantee within Children's and Young Peoples Service plans • Further links with the London Offer and the processes to produce local directories/prospectuses of provision • Further links with plans to position London to take part in learner registration (ULN) pilot • Further links with developing strategy on eProspectus and clearing House for London
