Panel 1:New technical frameworkUsefulness – Description - Situation • Necessary follow-up to the liberalisation of the rail sector (COTIF 99) • Composition of the new technical framework from RIV/UIC to GCU/TSI • To allow a rail undertaking to go where it wants on the Trans-European network while maintaining rail safety. • To generate a priori confidence between the various actors in rail transport. • Status of the situation… • The texts • COTIF - GCU • Directives relating to interoperability, safety and TSI • The actors • European Commission • ERA • NSA • OTIF Conclusion…. The system is not ready yet ! Panel 1: New technical frameworkProblems • No mutual acceptance of the autorisation to put a new wagon into service, • How does a rail undertaking accept a wagon of which it is not the keeper? • The autorisation to put the wagon into service must be delivered by each of the member states in which the wagon transits. • The open points of the TSI allow national particularities which are not mutually accepted between member states. Among these open points, two main ones: Assessment of maintenance and brake bloks • How can it be certain of its compliance with the TSI ? PANEL 2
