  3. State Highway Safety Offices ARE NOT ALL Created Alike Three Types of State Highway Safety Offices • Data, grants, federal spending plan (all) • Programs, training, media, analysis (50%) • Policy, legislation, Governor-Committees (15%)

Proposals; Patience & Persistence • SHSOs vary in size and can be very small • MAP-21: Several Different Funding Categories • Sect 402 (‘base’ funds) • Sect 403 Research Funds • Sect 405 Incentives: Motorcycle & Impaired Driving • Sect 154 & 164 Penalty Transfers • Some have state funding sources • There are key dates to learn, key meetings to attend, sessions to help

MHSO Grant Application Timeline October Allocation Formulas Applied • Allocations to RTSP’s • RTSP’s work with local partners to identify projects & allocation of funds • Local strategic plans submitted for pre-approval • Approvals and Grant Allocations completed November – January RTSP Strategic Planning Grant Application Training: Mid-February – Mid-March Electronic Grant Application Open March & April Internal Review (Modification Period closes in March -coordinators work with applicants) (Compare applications to funding allocations) APRIL Management Grant Review Appl. Modification Period 10 days from date of notification Mid-May All Mods. DUE Mid-June Governor’s Representative Review and Appropriation June 30 Highway Safety Plan to NHTSA September Grants Executed

Every SHSO is Different • Each state has a different structure, view and approach to Motorcycle Safety… • the same applies to the highway safety offices • Not all managers of SHSOs will see the strength /need for what you are requesting – well written grants speak for themselves! • Outreach and contacts are often a driving force for highway safety offices; become a link for new partnerships

  11. Strong Plans – Good Projects • Identify Problem Areas & Tailor Your Proposal Accordingly (SHSP & HSP) • Attend Grant Applicant Seminars • Realistic Budgets • Solid Process and Spending Plans • Identify Monitoring & Evaluation Tools • Identify What it is You Expect to Achieve

Performance Measures • Every plan must have defined and deliverable measures, at the program level as well as at the project/grant level • Look for examples of where a working relationship has been established (and not just for the money – get involved in the programs) • Understand the expectations of reporting • Highway Safety Offices will continue to be under tighter scrutiny in the future

  15. Securing Grant Funds • The Highway Safety Plan (or HSP) establishes the river banks of the program • Funding sources establish the reason for “yes” as well as the reason for “no” • Competitive Grants vs Problem Identified Strategic Highway Safety Plan

  16. Spending Grant Funds • Federal approval may be required for various items • Buy America; Cost Thresholds; Conforming Products • Eligible items (added time, OT, supplies, training, newsletter, and equipment) • Sect 405f – Special Funding Restrictions • Special reporting

  17. It Isn’t Always the $$ • Build a working relationship for the long-term • Be part of a team, include others like … • Statewide Safety Coalitions; SHSP Emphasis Area Teams; National Safety Advocacy Organizations • Look for other ways to be involved, media, video library, posters, PSA’s, etc.

If You Have a Grant … • Always, always, always keep the SHSO up to date, never let a problem fester • Realize there are audit or on-site monitoring requirements • If you need a change in project scope, objectives or measures . . . . . requestit • If the HSO is a “program” or “policy” level office, they may have help for you
