  1. State of Hawaii Role of Psychiatrists in Mental Health Transformation

  2. Consent Decree • Leadership moved system from Medical Model to Recovery Model (2002-2005) • Recovery became policy • Psychiatrist identified as the leader of the Recovery Team, along with Consumer and Case Manager (at a minimum) • Annual Evidence Based Practice Conference addressed one EBP

  3. Transition Period • 2006: Still under US DOJ Consent Decree • Implemented system-wide training program and conference with visiting experts in Recovery Model and Recovery Planning • All psychiatrists and case managers and consumer advocates were trained • DVDs made • Recovery Planning Teams became active

Transition Period • Recovery Planning Team included psychiatrists and met monthly for 2006 • Policy was set and reviewed by Statewide Medical Executive Committee (SMEC) • Standing agenda item at SMEC for 2006 • Performance Improvement Site Monitoring included Recovery Plans, Planning, and interviews with consumers about the role of their psychiatrist in the plan

Psychiatric Access Collaboration • Grew from recognition of psychiatric access shortages, especially in rural areas • Developed broad coalition centered around psychiatric workforce • Developed funding and hiring models for rural health clinics • Developed schedule of visiting psychiatrists • Supported Telemedicine

  6. Transformation Grant-2007 • Grant Director is a psychiatrist • Four psychiatrists are on Transformation Working Group (TWG, Steering Group) • Psychiatrists are on Subgroups • Psychiatrists were included in Agenda setting and planning for the grant implementation • Liaison with Psychiatry Guild Groups (adult and child)

  7. Transformation in the near future • Continued activity in the Transformation Grant • Quality Improvement activity based on results of site monitoring from Performance Improvement • Professional/Consumer councils have this as a regular agenda item • Statewide Medical Executives have it as a regular agenda item
