  2. SE - According to DG enterprise • “Social enterprises are part of the social economy sector. They constitute a collection of organisations that exist between the traditional private and public sectors”.

  3. Different studies and sources show that: • There is no universally accepted definition of a social enterprise in all the EU member states. • The key characteristics are social purpose combined with an entrepreneurial spirit of the private sector.

  4. Trends • The development of social enterprise is a rapidly emerging trend in Europe. • Social enterprises are seen as a means of promoting social inclusion and creating new sources of jobs for disadvantaged and the long-term unemployed people.

  5. Social enterprises are characterised as: • Have a social, community or ethical purpose and • Operate using a commercial business model and • Have a legal form appropriate to a not for personal profit status.

  6. The role of SE -Improving local public service delivery- community transport, recycling, leisure etc. -Addressing market failure- meeting needs in markets where the public nor private sectors are able to deliver. -Enabling the voluntary sector to improve sustainability and independency– providing an new option for increasing independence through entrepreneurialism.
