INTRODUCTORY REMARKS • AZAPO supports the spirit and intent of the Bill • AZAPO also supports the spirit and intent of the African Youth Charter • Negligible difference between the objects of NYC/NDYA and only seem to differ in structure, function and form. • Amendments underlined AZAPO-THE PEOPLE'S ALTERNATIVE

OBSERVATIONS BY AD HOC COMM • 70% SA population under age of 35 • Youth aged 14-35 close to 40% of total population-this figure rises to 60% if the total population of continent is considered • This figure is expected to rise to 80% by 2020 • Youth development to grow in prominence-as youth continue to grapple with poverty,unemployment,substance abuse&HIV&Aids AZAPO-THE PEOPLE'S ALTERNATIVE

OBSERVATIONS BY AD HOC COM contd • On the NYC: • It had not reported on Govts compliance with its international obligations regarding youth development • Developed an integrated youth development policy but took a while to get it adopted • Its interaction with civil society wasn’t sufficiently structured AZAPO-THE PEOPLE'S ALTERNATIVE

OBSERVATIONS BY AD HOC COM cntd • Had limited resources &viewed itself an advisory body(and not implementation body) • It had limited interaction with Parliament • Youth development initiatives occurred haphazardly within state departments • Most state departments reduce youth development to issues of skills development AZAPO-THE PEOPLE'S ALTERNATIVE

  7. OBSERVATIONS cntd • There is considerable overlap between the functions of the NYC and those of the Youth Desk in the Presidency • NB: Based on these observations, the Committee concluded that the NYC” as it is presently formed, doesn’t serve its purpose”. AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’S OBSERVATIONS • The NYC(and mainly) Umsobomvu placed a disproportionate emphasis on youth entrepreneurship/employment as opposed to youth educational development • In the appointment of Commissioners political affiliation took precedence over the critical skills required to execute the mandate of the NYC (especially in the provinces) AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’S OBSERVATIONS cntd • NYC tended to operate in a sectarian manner and gradually became an employment agency for a certain sector of our youth • Lately, it was also affected by the convulsions within our national politics,which injured its legitimacy to some extend AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’S PROPOSALS • Need for a stand alone Youth Ministry (children’s rights,gender and rights of disabled) • However, under current configuration, the NYDA could be housed under the Ministry of Sport&Recreation • Therefore, all reference to “President", be replaced with “Minister” • Section 1-insert”Minister” and" Member of the Executive Council” AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’s PROPOSALS cntd • Section 3(f) insert- educational development • (h) promote, the intergovernmental framework Act of 2005(or an amendment thereof or new legislation), the uniformed implementation of the National Youth Development Strategy and establishment of Youth Directorates in State departments and/or organs AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’S PROPOSALS cntd • Section 4- (j)”…operate in a transparent and accountable manner” how will this be ensured in practice? • Need for a clause the speaks to the moral development of young people and nation building • Section 5-to be amended to functions of the “Minister” • Section 6(1)(ii)-insert “educational development” AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’S PROPOSALS cntd • Section 6(4) insert a clause that makes it obligatory for the Agency, to at least, two national general councils of national youth organisations,with one year • Section 7(a) Integrated Youth Development Strategy-insert must intergrate • Section 8(a) Replace”determine”with “executive” AZAPO-THE PEOPLE'S ALTERNATIVE

AZAPO’S PROPOSALS cntd • Section 9-Composition,appointment and conditions of service of the Board-insert-”All Board Directors must conclude a written performance agreement” • Section 16-Appointment of Staff- insert-”All staff must conclude a written performance agreement” AZAPO-THE PEOPLE'S ALTERNATIVE

  15. AZAPO’S PROPOSALS cntd • Section 20(1)(a)Provincial Boards-The Agency must insert in consultation with the MEC for Sport and Recreation and all relevant civil society organizations, appoint a management board for each province AZAPO-THE PEOPLE'S ALTERNATIVE

  16. AZAPO’S PROPOSALS cntd • Section 21(2)Local Co-coordinators-The management board of each province, must insert-in consultation the relevant Mayor and civil society organizations, appoint a Local Co-coordinator AZAPO-THE PEOPLE'S ALTERNATIVE
