Team Around the Secondary School Local Youth Support Services and the Secondary Behaviour and Attendance Partnership strongly believe that: the development of integrated, (virtual) multi-agency teams around each of the local secondary schools, including Catcote and the PRU, provides the best model for securing improved outcomes for vulnerable young people (of Secondary School age) and supporting them on the path to success.

Integrated Processes • The team around the secondary school provides us with the framework for implementing the vision laid out by the Government for vulnerable young people. • It brings together a number of key practitioners who otherwise may have operated independently of the school and of each other • It will help schools, families and practitioners make sense of the following:

  9. Team Around the Primary School • Focus of work will be families living in poverty with particular reference to domestic violence, substance misuse, poor parenting and mental health issues. Tackling worklessness is a major aim of this project • 5 Interlinked strands • School Support eg Common Assessment Framework • Links with other services eg early years • Agreed work with vulnerable families • Family Intervention Project – families who meet the criteria for assertive interventions • Children’s Fund Services

  10. Team Around the Primary School • Team includes partners from MIND (Emotional Wellbeing) HYPED (Substance Misuse) Harbour (Domestic Abuse) Belle Vue (Parenting) Headland Future (Fatherhood)

  11. How will the impact of prevention be measured? Ensure no schools/colleges are judged to be unsatisfactory for behaviour by OfSTED. Reduction in number of pupils, and schools, who fall into PA category Reduction in referrals to Social Care that are not accepted Further reduction in the number of fixed & permanent exclusions Increase in GCSE attainment or equivalent/ appropriate qualifications Reduction in the level of offending Reduction in the use of Class A drugs by under 25s Reduction in the under-18 conception rate Reduction in the proportion of 16 to 18 year olds not in education, employment or training (NEET)

  12. Hartlepool Intervention Panel – 0-19 PSA 14 and Preventions Operational Group. CAF Coordinator, Other agency representatives Common Assessment Framework/Think Family/Hidden Harm/FIP- sampling standards, reviewing progress, identifying barriers managing substance misuse services Stuck Cases – Coordinating responses, agreeing resources, identifying services Transition issues 11 years to 13 years – sampling cases, ensuring linkages, problem solving Gap Analysis/Resource Instigation – providing information regarding trends from partners to Children’s Trust. Early Years and Extended Services Reviewing service progress including targets and outcomes Ensuring key links Identifying barriers Negotiating cross service arrangements Linked through to Children’s Trust and Safer Hartlepool Partnership Through AD level Service Steering Group. NB – This will be a large service managers group with specific responsibilities for resources. Former HIP functions will happen in localities

The Future/Challenges • Funding Security • Secondary relies on available Universal services • Primary more vulnerable due to reliance on grants • Service funding is being pooled to ensure service • Grant streams are being connected to ensure integrated working • Integrated Working • Shift away from stand alone projects to an integrated team made up of staff representing the main services • Explore developments linked to TASS and TAPs through internal and external commissioning
