  6. 2013 Business Context • Community is increasingly demand that government services be online, usable and available on mobile devices. • Local Governments are pressured to meet community demands with limited financial and skilled resources. • Rapid adoption of smart phones, rise of cloud computing and expansion of NBN will transform information management and delivery models • Increasingly spatial informationwill be embedded in all Local Government business data and will play a critical role in redefining community engagement and service delivery

Spatial Capability Objectives • MAV and Local Government Spatial Reference Group commissioned Local Government Spatial Strategy • Objectives : • Evaluate GIS (spatial) capabilities of Victorian Councils • Define a Vision for GIS across the Sector; • Develop a Spatial Strategy and Associated 3-Year Implementation Roadmap

Existing State • Survey of Vic Councils (69/79) • Significant variation in spatial capability of Councils • Some well resourced, established and mature spatial capabilities that are integrated into a range of business systems • Others, spatial capability constrained by budget or human resources and not widely available • Small number of Councils have very limited spatial (desktop) capability and no enterprise (Web)

Existing State • Survey outcomes • 30% asset management not integrated • Only 40% have publicly accessible web mapping • Mobile technology widely adopted in many Local Councils (60+), but in many Councils there is lack of coordination with GIS initiatives • Over 50% of Councils reported a lack of senior management support was a barrier to further adoption of GIS Spatial Vision survey: responses from 69 of 79 Vic councils

Implementation • Series of initiatives over a three year timeframe • Opportunities for Councils to share and collaborate with each other and other levels of Government. • Implemented by the LGSRG working in partnership with other stakeholders. • The AsIs (wiki survey) profiles provide a benchmark to monitor change • This Spatial Strategy does not replace individual Council’s Spatial Strategies
