Methods/Models of State Regulations • Autonomous/Independent not controlled by others or outside forces • Semi-Independent/Partial Self-Governing within a larger organizational structure • Centralized/Umbrella a composite of the semi-independent boards, but specifically for management only
Cybernetics • Inter-disciplinary study of the structure of regulatory systems • Regulations controlling human or societal behavior by rules or restrictions • The most deep rooted problem in all regulations is effective regulation, control and communication in living organisms and in the machine.
Issues of Independence • State Funding • Interpret/Apply/Enforce the Law • Industries’ interest vs. Public’s interest • A direct link to Special interest
Centralization/One Stop Shopping for the Public • Computer systems with the compatibility to share data across disciplines/agencies • Explore the Virtual Licensing Mall (explain store front)
Is the State the Answer? • Trade Associations • Have a more intimate knowledge of profession • Establishes/raises standards of profession • The voice of the profession is more prevalent within the body and less cost to the State • Over arching interest outweighing the public good • No oversight (Financial, Judicial and/or Discipline) • Removal of checks and balances (promulgate /enforce/administer regulations)
