  2. Session Target Participants will ask questions around the implementation of OTES.

  3. Let’s start with a question: What questions might you have around the implementation of OTES?

  4. OK…We will ask the first question: What are the ramifications of selecting the OTES as the evaluation tool for our school district?

  5. Some of the Answers…Questions • We have selected OTES as our instrument. • Who will train teachers? When/How? • What will the training include: • How will you teach the teachers about the Framework? • How will you teach the teachers about Student Growth Measures? • What documents will you use? • Who will train new teachers and teachers new to the district? (Subsequent years) • Who will train the principals? (Subsequent years) • OTES…yet the local components take some training?

  6. Regardless the system • What documents need created/altered or provided for the system? • Where will the documents housed? • How will you inform stakeholders? • How will updates be communicated?

  7. Some of the Answers…Questions • Will your LEA have Hard Copies, Electronic Copies or a combination? • Where will documents be stored once completed? • Will there be a hard copy, of all documents? • Where will these be stored? • For how long? • If all copies are electronic where will they be stored? • In eTPES…who will train the end users on how to do this…when? • In a “file”.

  8. Some of the Answers…Questions • Concerning SLO’s • What form’s’ will SLO’s be written on? • When are SLO’s due? To whom? • What is the process for approval/disapproval? • What is the timeline for approval/disapproval • What is the timeline/process for resubmitted SLO’s? • Who is on the SLO Committee? What is the composition? • How do you get on the committee…how do you get off the committee? • How often will the committee meet…where? • Who will lead the committee? How will this be decided? • What guidelines will be established for the use of assessments? • What procedures will be established for new teachers and teachers in new assignments? • What criteria will be established defining “evidence”?

  9. Some of the Answers…Questions • Issues to Consider around assessments: • What guidelines will be established for the use of assessments on SLO’s? • Can teachers make their own assessments? • Can teachers grade their own assessments? • What guidelines will be established for rigor? • What assessment literacy training and ground rules will be established? • What guidelines for establishing growth targets will be established? • When will assessment data be due? To whom? In/On what form?

  10. Some of the Answers…Questions • Issues to Consider: • What procedures will be established for new teachers and teachers in new assignments? • How will you insure that new teachers and teachers in new assignments know what students should know and be able to do by the end of the course. • How will you insure that new teachers and teachers in new assignments know where students are upon entering the grade or course? • How will your LEA establish baseline or trend data?

  11. Some of the Answers…Questions • Issues to Consider: • Who will categorize teachers into: • Category A • Category A1 • Category B • Category C • How will this categorization be communicated? • How and when will teachers be introduced to Growth Plans? • How and when will teachers be introduced to Improvement Plans? • How will Growth Plans, Improvement Plans and a teachers IPDP be related? • What forms will be used? • How will the forms be “evaluated” for completion? When? • Where will the forms be once completed/approved?

  12. Student Growth Measures What percentages will your district attribute to each category? What are the ramifications?

  13. Student Growth Measures Category A1 – All Value Added Teacher Level Reports 2013-14 Value Added (26 – 50%) + Student Learning Outcomes (SLO’s) + Shared Attribution SGM (50%)

  14. Student Growth Measures Category A1 – All Value Added Teacher Level Reports 2014-15 Value Added SGM (50%)

  15. Student Growth Measures Category B – Teacher with ODE Approved Assessments 2013-14 Approved Assessment (10 – 50%) + Student Learning Outcomes (SLO’s) + Shared Attribution SGM (50%)
