Objectives of MEDA • Promote and Develop, Non-conventional, Renewable and Alternate Energy Sources and Technologies • Assist GOI and GOM in Renewable Energy Programmes • Install Demonstration Projects • Pursue Power Projects based on Renewable Energy • Rural Electrification through Renewable Energy (remote villages) • Implement Energy Conservation Act , 2001 and related schemes

  3. Present Power Scenario of The State • Largest power generating State in India. Total installed Capacity – 15610.9 MW ( 14 % of total installed capacity of India) • Leading industrial State and having nearly 3,00,000 L.T. industries and 8700 H.T. industries • 88.4 % of generation is from Fossil Fuels • Average Power Deficit is 2500 MW • Energy shortage of 13.4 % or 11680 MUs for 2002-03 • CEA projected an average growth rate of 5.9 % for the period upto 2017(Source : MSEB report, 16th electric power survey)

MEDA - “Designated Agency” In exercise of power conferred under clause (d) of section 15 of Energy Conservation Act, the Govt. of Maharashtra has designated Maharashtra Energy Development Agency (MEDA) to coordinate, regulate & enforce the provisions of Energy Conservation Act and also for the implementation of schemes under the Act within the State of Maharashtra vide G.R. ESA/1002/CR-8192-NRG5 dated 12th March 2003. Therefore it is MEDA’s prime responsibility to carry out all energy conservation activities in the state of Maharashtra. MEDA will play following important roles. • AS A DEVELOPMENTAL AGENCY, • AS A FACILITATOR AND • AS A REGULATORY BODY

Roles of MEDA • AS A DEVELOPMENTAL AGENCY, • Preparation of energy use data banks • Formulating policies and programmes for EE • Amending EC building codes • EE through school education • Awareness program and EC awards • Printing broachers, pamphlets, magazines on EE • AS A FACILITATOR • Coordinating with BEE, MERC etc. • Promote EE trough DSM programme • Assist BEE for Energy Manager & Auditor Examination and training. • Promote private public partnership for EE projects • Evolve Delivery Mechanism services • Establish “State Energy Conservation Fund”

Roles of MEDA • AS A REGULATORY BODY • Intimate & ensure mandatory Energy audits for designated consumers • Ensure that Designated Consumers appointed Energy Managers • Implement Standard and Labeling Programme • Ensure compliance with norms and codes • Direct mandatory display of EE labels on specified equipment • Amend & Enforce EC building codes

  12. Strategic Plan of 1000 MW power saving • For implementing the EC Act-2001, MEDA identified first step to prepare “Strategic Plan” for all sectors. For this purpose MEDA has prepared the strategic plan with the help of M\s National Productivity Council, Mumbai. This plan has ambitious aim of reducing peak power demand by 1000 MW of the State, up to the year of 2012. • Thrust areas identified by Strategic plan are 1. Regulatory activities for enforcing EC Act in State. 2. School education, policy promotion & research. 3. Information dissemination on Energy Efficiency. 4. Coordination with other state Designated Agencies 5. Developing Energy Efficiency/DSM programs 6. Delivery mechanism for EE programs.

  17. State level Awards for Energy Conservation • It is a part of thrust area of Strategic plan to create awareness about growing need of Energy Conservation and energy efficiency. As policy initiative, MEDA has successfully launched State level award scheme from last year. • Following are the sectors participating in award scheme 1) Industries 2) Commercial /Government Buildings 3) Municipal Corporation / Councils (‘A’ Class)/MIDC 4) Energy Auditors 5) ESCO’ 6) Individuals

  18. MOU with IIEC • In 2003, USAID initiated the second phase of ECO project. The purpose of this ECO-II project is to provide technical assistance to BEE for implementing their Action Plan. Under this project IIEC signed Memorandum of Understanding (MoU) with MEDA for implementing following thrust areas of BEE’s Action Plan in Maharashtra. Following are the sectors which covered under these MoU. • Demonstrative DSM programme for Municipal Water Pumping in Nashik and Thane Municipal corporations. • Capacity buildings of MEDA staff for DSM programme implementation. • Technical assistance for formulation of “State Energy Conservation Fund” and “State level Energy Conservation Committee”. • Proposed demonstrative DSM programme in government building. • Assistance for preparation of “Action Plan” for proposed “Strategic Plan”

State Level Energy Conservation Committee With a view to facilitate and enforce efficient use of energy and its conservation in the State of Maharashtra and to advise State Government on the implementation of various provisions of Energy Conservation Act-2001 and to take policy decisions, the State Government has given approval for constituting State Level Committee. Following are the matters on which committee will give guidance • Energy conservation & Efficiency policy • State Energy Conservation Strategy and Action Plan • Issuance of government regulations and orders to promote EC • Establishment of a State Energy Conservation Fund • Technical assistance and financial incentives to be offered for EC activities

  21. Energy Efficiency Projects in Municipal Corporations • Urban local bodies in India are facing an acute water shortage and increasing power tariffs. Municipalities dedicate a significant percentage of their budgets to provide water and street lighting services. In India, these two basic services often represent over 80 percent of a municipality’s total energy expenditures. The opportunities for energy savings are enormous. Considering the potential for energy conservation MEDA undertakes following activities in this sector. • Developing Road Map with UDD, WSD of GoM, US-AEP& ASE • Comprehensive awareness / training programs for ULBs • Provision of funds by GoM for these projects • Data collection and survey for EC potential • Establishment of Energy Management Cell at MEDA • Designing of policies and programs for EE activities • Publishing guide booklet on EE practices for this sector • Preparation of informative web page for MC and councils

State Energy Conservation Fund As per the Energy Conservation Act – 2001, Section -16 of chapter VI states that the State Govt. shall constitute a fund to be called the “State Energy Conservation Fund” for the purposes of promotion of efficient use of energy and its conservation within the State. To the funds shall be credited all grants and loans that may be made by the State Govt. or Central Govt. or any other organization or individual for the purposes of this Act. With respect to the above section of act and purposes MEDA has submitted proposal of Rs 50 lacks to Government of Maharashtra for the year of 2004-05. This proposal is under the consideration of GoM.

Energy Efficiency Project in Local Ruling Bodies There are 22 Municipal Corporations, 229 Municipal Councils, 35 Zillah Parishads, 349 Panchayat Samitees, 27832 Grampanchayats and 7 Cantonment Boards in Maharashtra State. These local bodies are providing water and street lights to all residential areas covered under them. These two areas are the major consumers of the electricity in the state and also has good potential for energy conservation. Considering this potential MEDA has set it as one of the thrust area of Strategic Plan and undertake demonstration project in Aurangabad District. This project is supported by US-AEP. The project is aim to implement energy saving device in street lighting and water pumping stations. On the basis of project results, MEDA will propose suitable policies to GoM.

Energy Conservation in Rural Local Bodies (A Demonstration Project ) Electricity costs for Street lighting and Water pumping systems contributes majority cost share in the Grampanchayats expenses. The demonstration project in Grampanchayat is targeted to: • Reduce the electricity bills and operating & maintenance cost for street lighting and water pumping of the Grampanchayats, thereby supporting them to be self sustained • Reduce the energy shortages and gap, between demand and supply in the state • Reduce the GHG emissions of the Nation

Street Lighting: • Sensor based automatic control (ON/OFF) switch installed for streetlights • Can save electricity upto 33 % of present consumption( approx.) • Over load protection • Protection against theft • Water Pumping: • Programmable switch working on the principle of required time duration for water pumping, installed. • The switch can be programmed four times as per the water requirement • Protection against single phasing/ reverse running/ unbalance voltage/ Dry Run • Reduces losses due to remote locations and manual operation to the tune of 20 to 30% of the present power consumption

Project Outputs: • There are 27832 Grampanchayats (GP) in Maharashtra State • Considering 50% participation of total Grampanchayats in implementing this type of EC scheme then total saving that can be achieved: • No of Grampanchayats participating = 14,000 • Approximate street lighting load per GP= 2000 W • Approximate water pumping load per GP = 3730 W • Estimated Min Energy saving for the state per annum • Street Lighting: 41 MU • Water pumping: 17 MU • Total energy saving per annum: 68 MU

Effect on Peak Demand of the State • Estimated reduction in Morning Peak: • Street lighting (from 6:30 am to 9:30 am)- 28 MW • Water Pumping (from 6:30 am to 8:30 am)- 31 MW • Estimated reduction in evening Peak • Street lighting (from 5:30 pm to 6:30 pm)- 28 MW • Estimated increase in OFF peak hour • Water pumping (from 12:00 am to 5:00 am) (where storage tanks are available)- 31 MW

  28. Energy Efficiency Guide booklet for Local Bodies The energy efficiency guide booklet for local bodies is aimed to achieve the target of optimising the energy usage in water pumping, street lighting, buildings and air conditioning areas which consumes major part of the energy bills. The guide booklet also contains the basics of pumping design, energy efficient lighting design and technical write ups from experts working in various fields etc. The guide booklet discusses the frame work for energy efficiency measures (Best Practices) and success stories of various municipal corporation which have undertaken energy conservation measures and are achieving benefits from the same.

  29. A book on “Home Energy Conservation” Maharashtra has a large population of around ten crores. Sizeable sections of this population enjoy good quality of life. And also Domestic sector is the second largest consumer of energy where potential for energy conservation is high, keeping this in mind and identifying the need to implement energy conservation, MEDA has successfully published a book on “Home Energy Conservation” in 2002-03. The book covers various topics consisting of domestic appliances like stoves, pressure cookers, cooking gas, ovens, refrigerators, electric geysers, washing machines, electric iron, television, radio, water pump, lights, fans, automobiles, etc. and how they can be used in energy efficient manner.

Other Activities Undertaken By MEDA • Strengthened “Save Energy Programme” • Data collection from various sectors • Development of interactive Web-Site • Development of ESCOs • Preparation of data bank of EE equipments. • Implementation of MoNES Solar Passive architect programme • Member of National level ECBC committee. • One day awareness programme on energy conservation at Warana Sankul, Warana Nagar, Aurangabad. • Awareness campaign at Zillah Parishad, Pune as a part of celebration of EC Week. • Awareness Programme on Solar Passive Architecture at Amravati PWD • Published articles on Energy Efficiency in various sectors from experts working in EC field. • Voluntarily participation in ECO housing project in Pune Municipal Corporation. • Published pamphlets on Home Energy Conservation.

Renewable Energy: Major Activities of MEDA • Successfully installed RE projects of 660.0MW capacity • Received National prize for wind development for four consecutive years • First state in India to Levy Green Cess on Industrial and Commercial consumers for developing RE projects • First State in India to develop Renewable Purchase Obligations (RPO) for generating utilities • Extensive Rural Electrification Programme with help of MoNES. • State Level Renewable Energy Park at Pune. • First Nodal Agency in India receiving ISO-9000 and ISO-14000 • Launched Scheme of Renewable Energy Awards in the State • Perspective Plan by TERI, “MEDA-2012”

  33. Save Energy Programme of MEDA As on March 2004 MEDA has implemented Save Energy Programme in 400 industries and save energy of 30 crores. Objectives: • To promote energy conservation in all sectors viz industrial, commercial, domestic, agriculture. • To carryout energy audits through empanelled consultants • To help industries to reduce electricity, coal and oil consumption used for production activities • To carryout energy accounting, qualitative management control and sequential continuous monitoring through empanelled consultant/with the help of industry • To encourage energy conservation with small and medium investment
