  2. Building DivisionMission To ensure the health, safety and welfare of the Town’s residents and visitors, as well as to protect property values and historic structures in the Town through the enforcement of State and local laws, building codes, by-laws and regulations.

Building DivisionPrimary Functions & Services • Responsible for the enforcement and interpretation of the Commonwealth of Massachusetts State Building Code 780 CMR and the Access Regulations, 521 CMR, as adopted, Article VIII of the Andover Code, Andover Zoning Bylaw, and Chapter 40A of Massachusetts General Laws. • Enforces Article 33 of the Andover Bylaw, Demolition of Historically Significant Buildings and Structures, and Article 36 of the Andover Bylaw, Ballardvale Historic District Bylaw. • Enforces the compliance of the conditions on the Variances and Special Permits granted by the Appeals Board, and assists in the enforcement of the Planning Board restrictions of the Site Plan Certificates of Approval. • Issues permits for all construction regulated by the State Building Codes, and performs all related inspections. • Works in cooperation with the Andover Fire Department for fire protection of all new and existing buildings.

Building DivisionFY06 Goals & Objectives • To continue and complete the review and selective disposal of the Building Division’s outdated drawings and other records in accordance with the State Public Records Retention Laws. • To continue the scanning of the Zoning Board of Appeals’ decisions and other permanent records in accordance with the State Public Records Retention Laws. • To improve the tracking and enforcement of the Zoning Board of Appeals’ decisions. • To amend the re-codified Zoning B-Law by correcting errors and updating outdated information through Town Meeting action. • To continue the training and ongoing education of Division inspectors through attendance at educational seminars. • To update Division application forms and instructions thus facilitating issuance of permits and improving customer service.

Building Division Issues & Challenges • Maintain appropriate levels of service and facilitate current and new projects with reduced staffing and operating resources. • Provide coordinated responsive service while operating under applicable state laws, and statutory notice and hearing requirements. • Deal effectively with the development and use of remaining environmentally and topographically challenged land. • Deal appropriately with emerging issues related to a maturing community in the context of the health and well-being of the residents; including livable neighborhoods, a vibrant downtown, safe water, a clean environment, and efficient transportation systems.
