What mechanism should looks like? • A specific agency • Agency that responsible for alcohol control • Agency that responsible for monitoring, enforcement, and developing policy • Multi-sectoral structure • Working far beyond health sector, government sector • Collaboration with civil society groups, community groups, media • Multi-level • National • Local
