What is Project: Streamlining the Business Process of Critical Frontline Services? • General Objective: • Foster a business-friendly environment in Central Luzon Specific Objectives: • Reduce the turnaround time in the issuance of business certificates, permits and licenses • Eliminate unnecessary duplication and overlapping of agency functions/ requirements and abolish those that are redundant and irrelevant • Adopt a simple, effective and transparent step by step procedure in the issuance of business certificates, permits and licenses

Coverage • Issuance of Business Name Certificate by DTI-3 • Issuance of Sales Promo Permit by DTI- 3 • Issuance of Land Use Conversion Certificate by DAR-3 • Issuance of Export Documents by OSEDC Clark & Subic • Issuance of Environmental Compliance Certificate by EMB- 3 • Issuance of Mayor’s Permit by the Cities/ Municipalities

Initial Gains • Issuance of Business Name Certificate by DTI-3 • Reduction in turnaround time from 1-2 months to 11 hours • Issuance of Sales Promo Permit by DTI- 3 • Reduction in turnaround time from 2 days to 12.7 hours • Issuance of Land Use Conversion Certificate by DAR-3 • Reduction in turnaround time from 130 days (2003) to 51-57 days for priority projects covering 5 hectares and below • Issuance of Export Documents by OSEDC Clark and Subic • Reduction in turnaround time from 2-3 days to 5 minutes • Issuance of Environmental Compliance Certificate by EMB- 3 • Reduction in turnaround time from 1-2 years (2003) to 15-120 days

What is Project: Streamlining the Business Process of Critical Frontline Services? • Issuance of Mayor’s Permit by the Cities/Municipalities • Reduction in turnaround time from 2 weeks-1month to 15 minutes-2 days • Increase in number of applications by 468% from 2004 to 2006 • Increase in revenue generated by a maximum of 40% in 2006 • Reduction in number of signatories, with a maximum of 2 signatories eliminated in 2006 • Reduction in number of steps, with a maximum of 5 steps eliminated in 2006

Focus: Issuance of Mayor’s Permit BASIS: Malacañang Memorandum Order (M.O) No. 117 dated September 15, 2003 • Directs local authorities to simplify and rationalize their civil application systems • The secretaries of DILG and DTI to facilitate the streamlining of procedures in the issuance of permits and licenses particularly business permits, building permits, certificates of occupancy and other clearances; in terms of documentary requirements, procedures and signatories, processing time and processing costs.

  9. e-BPLS Pampanga Malacañang Memorandum Order (M.O) No. 117 dated September 15, 2003 • Directs local authorities to simplify and rationalize their civil application systems Republic Act No. 7470 of 1992, creates the National Economic Research & Business Assistance Center (NERBAC) that shall be placed under the Department of Trade & Industry. • Aims to provide a one-stop action center which shall facilitate the processing and documentation of all paper requirements necessary for the establishment of a business enterprise in the region.  • Legal Basis

  10. e-BPLS Pampanga e-Commerce Law • It gives legal recognition of electronic messages, electronic documents and electronic signatures • Allows the formation of contracts in electronic form • Mandates RPWeb to be implemented which intends to connect all NGAs to the internet • Empowers the DTI to supervise the development of e-commerce, come up with policies & regulations if needed Anti-Red Tape Act of 2007 • RA 9465 confirms the government’s resolve to stump graft and corruption, hasten government transactions and provide stiffer penalties • Legal Basis
