  3. BRAC Directives • Condemnation / purchase of property or property rights in APZ 1 areas around Oceana Naval Air Station and expend no less than $15 million per year • Implementation of the Joint Land Use Study

  4. BRAC Directives • Evaluate undeveloped properties for rezoning classifications in noise zone 70 dB DNL or greater that would be compatible zoning under AICUZ guidelines

  5. BRAC Directives • Develop a program to purchase development rights in the “Inter-facility Traffic Area.” • Enact legislation creating the Oceana – Fentress Advisory Council
