Family Subsistence Supplemental Allowance (FSSA) (1 of 2) • Eligibility • Members who meet certain income limits are authorized FSSA in an amount NTE $1,100. • Eligibility is based on household size and income. Non-dependents can be included in the calculation as long as at least one member of the household is a dependent. • Reserve Component members are also eligible and will receive a prorated amount if on active duty for less than one month. • Income limits and online application can be found at https://www.dmdc.osd.mil/fssa/ • Completed package has to be submitted to OPNAV-N130

Family Subsistence Supplemental Allowance (FSSA) (2 of 2) • Visibility • In the Navy, FSSA remains one of lesser known DoD benefits. • Only one person is currently receiving FSSA in the Navy compared to nearly 500 in the Army. • N130 POC: PSC Seema Kurup at (703) 604-5475 or seema.kurup@navy.mil

Enlisted Retention Board • PSDs/PASS as a network of consistent and current info on implementation/execution of policy • MILPERSMAN (instruction), JFTR (regulations, law) • 60 day transition period • Selection of separation activity (1910-812) • Leave ICW separation • Administrative absence vs permissive absence (DODI) • Involuntary separation and travel/transportation entitlements • HOR vs HOS provisions for travel/transportation

Pre-Commissioning Units (PCU) (1 of 4) • Shore-based units to include PCU, not authorized Unusually Arduous Sea Duty (UASD) designation • Current BAH policy – Joint Federal Travel Regulations and OPNAVINST 7220.12 • Any previous guidance (SECNAVINST, CNO memos, etc have been superceded) • Delay of dependent travel eligibility

  6. Pre-Commissioning Units (PCU) (2 of 4) • Upon acceptance date, unit will become UASD. Authorities and authorizing officials change: • CO may only approve BAH based on dependent location/designated place upon UASD designation • PCU transition to initial homeport does not qualify for “homeport change” allowances • Dependent travel after promulgation of initial homeport • Only to new homeport • Members may be eligible for Dependent/Personal Travel

Pre-Commissioning Units (PCU) (3 of 4) • 28 Feb 2012 – SECNAV memo – authorized BAH based on dependent location for Pre-Commissioning Unit (PCU) Sailors • Does not authorize OHA (HI and AK may be authorized) • Effective 28 Feb, cannot be grandfathered. • No authorization prior to 28 Feb • BAH based on dependent location • Vicinity of old PDS • Previously approved designated place

  8. Pre-Commissioning Units (PCU) (4 of 4) • N130C is coordinating with PERS-451 and NPPSC to promulgate the PCU BAH policy. NAVSEA informed. • Requests sent to OPNAV N130 • Member’s request via Commanding Officer • Copy of orders • Copy of Page Two (signed and witnessed)

Proration of IMMINENT Danger Pay (IDP) New for 2011-2012 • 2012 NDAA required proration of IDP • Beginning 31 Dec 11, IDP will be paid at the rate of $7.50 per day of duty in the IDP area • Previously, IDP was paid at the monthly rate of $225 • There was a delay in DFAS ability to alter the pay system resulting in overpayments in the month of January. THESE OVERPAYMENTS WILL NOT BE RECOUPED. • Any future overpayments will be recouped to include late submission for January. • Hostile Fire Pay will remain a monthly pay • See NAVADMIN 062/12 for more information • N130 IDP POC: • LCDR Jiwan Mack at jiwan.mack@navy.mil or (703) 604-5478

  10. Involuntary Separation Pay (ISP) New for 2011-2012 • Enlisted Retention Board (ERB) • ERB Seps are involuntary and generally eligible for ISP • If the ERB recommendation is vacated and member chooses to still separate, separation becomes voluntary • See NPC’s ERB FAQ page for more information http://www.public.navy.mil/BUPERS-NPC/BOARDS/ERB/Pages/FrequentlyAskedQuestions.aspx • See NAVADMIN 036/12 for specific guidelines regarding reserve affiliation procedures • Remember, ISP must be recouped if the member later becomes eligible for retirement (either active duty or reserve) • N130 ISP POC: • LCDR Jiwan Mack at jiwan.mack@navy.mil or (703) 604-5478

  11. Bonus Recoupment at Separation • At separation, Sailors should be advised that separation prior to the end of a contract for which a bonus was paid, will result in the recoupment of the unearned portion of that bonus. This is in compliance with DODFMR, Volume 7A, Chapter 2. • OPNAVINST 1160.8A and OPNAVINST 1160.9 are currently being updated to reflect current DoD policy regarding waiver of recoupment. • There are limited circumstances where waiver of recoupment is permitted. • POC: Ms. Brenda Billingsley at (703) 604-4918 or brenda.billingsley@navy.mil
