Hot In Place Recycling Process • Heating of existing asphalt • Scarifying the heated pavement to 1” depth • Add recycling agent to restore viscosity • Laying of recycled asphalt • Apply additional 1.5” depth of asphalt
Hot In Place Recycling Process Advantages: • Expedited process • Ideal for busy roads • Less disturbance to daily traffic • 15% to 20% less expensive than mill and overlay method • Provides equal or better pavement structural stability
Roads To Be Completed Under This Contract Total: 20 Miles
Contract IFB # Y11-1039-J2 • Past contract expired on October 25, 2010. • Contract was issued on October 7, 2010. Two bids were received. • In December 28, 2010, contract was cancelled due to protest • Contract was re-issued on March 24, 2011 with modifications • Six addendums were issued

Contract IFB # Y11-1039-J2 Need • Pavement of these roads are deteriorating and require immediate repairs • Further delay would compromise pavement structural stability • This contract provides cost savings to the County • We have tried our best to make this contract fair and competitive
Action Requested • Approval to award Invitation for Bids Y11-1039-J2, Term Contract for Hot In Place Asphalt Recycling, to the low responsive and responsible bidder, Cutler Repaving, Inc. The estimated contract amount is $3,590,200 for a 1-year term.
